SELWYN COUNTY COUNCIL.

The Selwyn County Council met at halfpost ton o’clock this morning. Present: Messrs Lee (chairman), Buys, Wilson, McMillan, Perryman, Matthias, and Dr, Turnbull. The Chairman’s statement was as follows : —The business for the ordinary meeting today is as follows :—A letter from the Avon Hoad Board will be read as to the proposed stoppage of a road. Have communicated with them in reply, and pointed out that the steps which they have taken are not in accordance with the present Act. Correspondence in reference to Beserve 1300, at Kirwee, has been received since our last meeting upon the change of purpose of this reserve. The matter in now in the hands of the Land Commis■ioner, who cannot deal with it until he ascertains that it will not be required for railway purposes. As to the Bakaia water race, Mr Hall’s agreement as to the land for the race through his property is now ready, and I will ask your authority to-day to sign and seal on benalf of the Council. With regard to the Malvern water race, the conveyances from the landowners at Springfield are now ready for signature. They have hitherto been delayed in consequence of our being unable to include iu them the terms on which we receive the land, and this necessitated a separate deed, which is now prepared, end ready for signature >by the Council. In accordance with recommendations from the standing committee, Mr Clinton was further communicated with upon the passage of the race through his section. His reply is on the

table. A request from Messrs Shepherd and others for permission to use the water brought down to Horndon has to be considered. _ The Cemetery Board has been written to in accordance with your instructions last month, bat as yet we have no reply from them. A letter from Halswell Boad Board requires your consideration. It has reference to the boundary line between their district and Little Biver, and as the line in dispute is also the boundary line of the Selwyn and Akaroa counties, it will be desirable to take steps to settle the difficulty without delay. With regard to Bealey Ferry, the requirements of the Act as to advertising, conditions, &c., will be completed early next month, and I propose under your authority Already given to issue the lease. We have now received answers from the several Bead Boards in the county as to the position of the pounds. I will ask you to appoint a member of this Council to assist me in considering these replies, and to pnblish the necessary notice to bring the pounds under the charge of the Council. The report of the slaughterhouse inspector and of the engineer to the Malvern water-race, will be laid before you ; ■in addition to which there will be certain routine matters to deal with, and notices of motion to consider. The Council then proceeded to discuss the various items of business before them. "With regard the reserve at Kirwee, mentioned in the chairman’s address, the necessary information to complete the request of the residents had not been obtained. In reference to the Bakaia water race, it was resolved that, before completing the deed of transfer, the chairman communicate with Mr Hall, with a view to have the “ quantity ” of land specified in the agreement. The deed of agreement and conveyance in relation to the continuation of the Malvern water race through'Springfield was referred to the standing committee for examination, and to report at next meeting, and in the meantime the committee were authorised to make arrangements with Captain Parker for carrying cat his part of the work without delay. Mr Clinton, of Lincoln, wrote, offering to increase the width of the piece of land he had agreed to give the Council, on certain conditions, including one to the effect that should the Council not use the land, a reasonable time should be fixed for the reconveyance of it to him, and also that he should be allowed special privileges iu regard to the use of the water. The Council agreed to the proposal as to reconveyance, but could not consent to grant Mr Clinton special privileges as suggested. An application was received from Mr Shepherd and others for permission to take advantage of the water race supply. On the motion of Mr Perryman the letter was referred to the committee. A letter was read from the Halswell Boad Board, asking the Council to have the boundary between that district and the Little Biver properly defined, there being at present ■ome doubt on the subject. Mr Enys moved—“ That the Akaroa County Council be communicated with as to altering and fixing the boundary between the counties of Selwyn and Akaroa, from Cooper’s brook to Halswell river.”

Seconded by Mr Ferryman, and carried. With regard to the question of pounds, Mr Enye moved, and it was agreed to—“ That Dr. Turnbull be requested to assist the chair* man in examining into the positions of the ■different pounds in the County, and to issue the necessary notices to bring them under charge of the County.” The report of the slaughter-house inspector was read, dealing with matters having come under his observation since last meeting. The report was pronounced satisfactory. The engineer to the Malvern water race reported as follows: Sheffield, November 22. To the Commissioner, Ac. Sir, —I have the honor to report on the Malvern water race works for the past month. The various contractors for ploughing and scooping channels have completed their contracts in a fairly satisfactory manner. The total length of branch race now ready for putting in falls and bridges is as follows: —Branch race No. 1, from Atkinson’s to Kirwee; distance, 9 miles 50 chains. Branch race No. 2, to Barfield; distance, 7 miles. Total, 16 miles 50 chains. T he contract for patting in the 80 timber falls on the 1 mile and 20 chains of branch race No. 1, above Atkinson’s mill, will be completed to-day, and will be ready for trial in four or five days. I would suggest a trial of works on Monday, 29th inst., or Tuesday, the 30th, if any of the Council would desire to have the falls tested. _ I append an estimate of the cost of putting in falls and bridges on the 16 miles and 50 chains of channel at present scooped. There are two places in this channel which will require some -deepening hy pick and shovel, as the channel will require to be more than the specified 2 feet in depth. I have added the estimated cost of -this labor. Thera are also three or more places at which timber flumes will be required over branch race No. 1. Kirwee and tha neighborhood has had a temporary supply of water for some time past by means of the ditches and temporary works done by the inhabitants. These temporary works can he extended as soon as its falls are put into the branch races, so as to go on towards Aylsbury and Burnham; but until they are done the supply of water sent down is too small to Admit of this.

Gno. P. Eitso, Engineer. The Council determined to visit the race as suggested, and the report was adopted. At twelve o'clock the ordinary meeting was <adjonrned for the purpose of holding the annual meeting, the -chief business of which was to elect a chairman for the ensuing ■year. r Mr Buys proposed that Mr Lee he re-elected -chairman of the Council. Mr Perryman seconded the motion, which war carried unanimously. I)r. Turnbull gave notice of motion as follows—“ That £IOO be set aside to meet the expenses of the chairman during the next twelve months.” The ordinary meeting was then resumed^ Mr McMillan, in accordance with notice .given at a previous meeting, moved —“ That the present allocation of the funds of the ’Council be re-considered.’ The motion was seconded and fully discussed by the Council. It was eventually resolved that the matter could not be brought to any definite conclu- : sion at the present meeting. Mr McMillan therefore consented to sub- i stitute for the above resolution the following be appointed to take into consideration the future appropriation of the fuxds of the county." Tha last motion was carried. Mr Wilson moved—“ That the -resolution of the Council voting £IOO of the money allocated to the Avon Boad Board on date 26th November, 1870, for the maintenance of the park roads, be reminded.” The motion was negatived on the voices, without discussion. The Chairman said two petitions (both of •them lengthy} had been handed in aince the Council met, so that there wae no time to -deal with now, but he mentioned the eirouinatance in order that they might be duly received. Mr Perryman asked if the Public Works Act had been complied with in reference to obtaining a drainage map of tha country, showing the various levels, &c., of the land.

Albans. , _ , Mr Wilson, chairman of the Avon Hoad Board, stated the conditions under which the Board proposed te expend the money in the direction stated. . The Chairman suggesting that this was a matter of which due notice should be given. Mr Wilson gave notice of motion accordingly. , The monthly accounts were then passed for payment, and the Council adjourned at 1.30.
