The following are additional items : LONDON, September 24, Cruel outrages upon process servers and landlords’ agents who are obnoxious to the Land League, continue in Ireland, and are more frequent than ever in some districts. The law is completely set at defiance unless supported by a strong armed force. The squadron assembled at Ragnsa, representing the various Powers, consists altogether of twenty vessels, carrying an aggregate of 136 guns and 13,000 men. Admiral Seymonr assumed the command of the combined fleet on the 20th inat., and is now at Cettinge arranging with the Prince of Montenegro for joint action against the Albanians. Admiral Seymour holds unlimited authority in all operations which are merely _ of a technical maritime character, and is not required to consult the associated Admirals I regarding movements, but in case it should appear requisite to proceed to operations which may involve political consequences,

he must consult his colleagues, but neither he nor they are required to refer to their Governments before resolving on the most expedient course as circumstances arise. The only contingency excepted is disembarkation. The instructions are that no men are to be landed from ships. The contingency of bombardment is to be submitted to a council c£ the commanders.

M. Da St. Hieller, now Minister for Foreign Affairs, was formerly private secretary to M. Thiers. He has never before held office. His appointment is not considered likely to be permanent, but only a stop-gap till the Chamber meets.
