SELWYN COUNTY COUNCIL.

The ordinary meeting of the above was held yesterday morning, at half-past ton o’clock. Present —Mr Lee (chairman), Messrs Enys, McMillan, W ilson, and Pereday. The Chairmen’s statement was as follows ; The business to be brought before the Council to-day is as follows: —A letter from Mr Marshmau will bo read with regard to reserve 106 for cemetery, and to convert part of railway reserve into oite for abattoirs. I have to recommend iu these cases that wo proceed no farther with either reserve at present. A latter from Messrs Dobson and Son, reporting progress of works on hand. Tenders for contracts 2 and 3, Hororata water race, have to bo decided to-day. "With regard to the Malvern water race, two reports from the engineer are before you. A letter has been received from Captain Parker, asking the Council to proceed with formation of the race through Springfield township; also from Mr Clinton, offering land for water race on certain conditions, and I would recommend that the offer of the latter be accepted. A report from sub-committee appointed to confer with other bodies as to the park roads will be laid before you. Plans of the Sumner railway will bo provided by the promoters as soon as they arc prepared. A letter from meeting of ratepayers in the Ellesmere district m to a recent grant to the North Rakaia Board of Conservators. This has been written under misapprehension of the circumstances, but as my action in the matter is called in question, I have thought it best to let the answer come from the Council. A letter has been received from the Avon Rood Board, stating that the Board is prepared to invite tenders for clearing Oapitom Creek, on those interested paying onethird of the cost. With your sanction, I will write to the deputation which lately interviewed the Council on the subject that we consider the proposal a reasonable one. I have seen the engravers, who inform me, with respect to the map of the county, that the last proofs will be ready to submit in a few days, bnt they do not give me hopes of getting the copies struck off for probably two months yet. The accounts for' the past six months are now in ths hands of the auditors, and will be presented at the next meeting of the Council. The annual meeting is to be held on the 24th of November, and I shall ask you to pass a resolution that the ordinary meeting beheld on the same date. With regard to slaughter-honses, the Inspector reports that he has no remarks to offer to-' ay, and that there are no applications for licenses. There are several letters from local bodies requiring attention at the hands of the Council. A letter was read from Mr Marshman in reference to a reserve of land set apart for railway purposes which it was desired to obtain for a cemetery. The writer had mode inquiries, and found that a special act would be required to change the purpose of the reserve, 106.

The Chairmen suggested that under the circumstances it would be better to let the matter drop. Mr Jameson was instructed to write to the Chairman of the Cemetery Board, indicating the position occupied by the reserve in question.

The monthly report of the Engineer was then read, being as follows : October 23rd, 1850. To the Chairman. Sir —I have the honor to forward a certificate in favor of Mr Freatidge, the contractor of the Hororata bridge, which is now completed. Mr Freatidge has forwarded a claim, which I enclose, to the amount of £lB 5a for loss from -the erection of the bridge having been stopped in consequence of the action taken by Mr Cordy in reference to the new road through his property. I consider the claim a reasonable one, and shonld recommend that it be paid withont raising any question, as the amount which he might chum in a court of law would no doubt be much greater. The work undertaken by Mr Freatidge in the completion of Foster’s contract for the headworks of the Eakaia and Selwyn water supply is completed, font the account for the same is not yet to band. The balance of £77 2s lOd on Mr Parson’s contract for the Gleatunnel bridge can now be paid, the work ordered having been completed.

The report waa adopted. The Chairman read a liafc of the contracts accepted under authority of tho Council. A letter waa read from Mr Clinton, offering to give a strip of land for the purpose of Che water race along the Darfield road. Mr McMillan proposed—“ That Mr Clinton be informed that the Council consider that the width proposed to be given for the water race is hardly sufficient for the purpose, looking to the room required for possible repairs. That they will be content with say threequarters Of a chain in width. That with regard to the terms of his offer generally, they are satisfactory to the Council, except as to the wording of clause 6, which should read—- ‘ That should the said land be at any time abandoned and disused by tho Council for the purpose of a water race, the land shall bo reconvened by the County Council.* ” Seconded by Dr. Turnbull, and carried unanimously. The sub-committee appointed to represent the Council in conference re the Hagley Park roads, reported on what has been done at last meoting of tho Council. The report of the sub-committee was dopted.

Some discussion ensued, and it was ultimately resolved that tho Council approved of the action of their delegates, and were of opinion that it was unnecessary to continue the conference in view of the City Council’s opinion ea to their liability for tho maintenance of tho Lincoln road.

A letter from ratepayers in the Ellesmere district was read in reference to a grant of £IOOO to tho North Eakaia Board of Conervators.

The Chairman pointed out that the letter appeared to be the result of a misapprehension on the part of .the writer as to the action of the Council, and he read a draft letter which ha had written in explanation. The Chairman’s action was approved. With regard to tho annual meeting, it was pointed out that the date fell on Wednesday, 24th of November, and it was decided to hold the next ordinary meoting on that date.

Tenders were opened for contracts tiro and three. That of B. Feet, at £lO3 I6i, was accepted for No. 2, and that of Barn and Co., at £l3l 5s 4d, for No. 3, subject to advice of Messrs Dobson and 00. I<i reference to a loiter from the chairman of tiio public cemetery, a resolution was passed to the effect that the Board be requeued to furnish plans and specification of the proposed road to the public cemetery to the County Council at next meeting. The monthly accounts were passed for payment, and the Council then adjourned.
