[Per s.s. Rotomahana at the Bluff.] LONDON, Octobers.

Afghanistan is quiet. October 8. It is stated, with some degree of authority, that the British Government has proposed to the Great Powers, with a view of expediting the settlement of the Eastern difficulty, that the combined squadron should at once proceed to occupy and plaoe an embargo on the principal ports in the iEgean Sea. It is further stated that the Powers have agreed to the proposal, and that instructions have already been sent to the Admirals to the above effect. The “Daily News,” in a leading article published this morning, hints that the advisability of deposing the Sultan will probably bo considered by the Powers. October 9.
