ARRIVAL OF THE SUEZ MAIL.
LATEST NEWS. [By Telegeaph.] ALBANY, October The Hydaspea arrived at 5.30 p.m. LONDON, August 27. A deplorable state of things "exists in Ireland. Several faction lights have occurred at various places, arising from Orange and Catholic processions at religions and political anniversaries. During the present month mobs have been very lawless and defiant. Serious conflicts have taken place between the constabulary and the populace at Portadown, Dungannon, Down Patrick, Belfast, Lurgan, and several places in Ulster. Many houses have been wrecked, and the constabulary desperately attacked with sticks and stones and compelled to fire, killing and wounding several people. Agrarian outrages of all kinds are more frequent than ever. Mr Dymon, member of Parliament, and other Parnellites, have delivered very inflammatory speeches, which were interpreted by the mob as incentive to violence.
Last night the Commons commenced the debate on the vote for the Irish constabulary. The Irish members obstructed, and the sitting was prolonged throughout the night. The House finally adjourned at one o’clock this afternoon, and re-assembled at two o’clock.
In the Commons on August Bth Lord Hartington, in submitting the Indian Budget, •aid it was undecided as to tne amount and manner of Imperial assistance to be given in the case of the Afghan war. It was not intended to increase the permanent Indian debt. Seductions in the V army were impossible. After the war the country must be treated considerately. Trickett and Laycook are rowing together at the Bells, Putney. Trickett is taking gentle exercise on the river, and he has reduced himself nearly two stone. Both men are healthy. The betting is 5 to 1 against the doable event of Trickett and Laycook winning. The odds will probably be at starting 2 to 1 against Trickett in the match against Banian and 6 to 4 against Laycock. They expect their new boats next week, and are both going to Newcastle when they are finished. Kelly will he with Trickett during the last two months training. The Ukase of the 10th, suppressing the Supreme Commission in Buasia, and transferring its extraordinary business to the Minister of the Interior, Count Loris Melikoff, has likewise conferred on the Ministry, as on its chief, a considerable extension of authority. The terms of the Ukase show that MelikoS has very much more power than before. He has the same rights as were giv.n him as head of the Supreme Commission, with full authority in all matters connected ■with State offerees, and a right to call members of the late Commission for consultation. No new franchise is bestowed, and the secret police is maintained. A seditious proclamation has appeared in Constantinople calling upon the Turks to abolish the Sal ansteand re-establish Islam. The relations between Bussia and China ore friendlier in consequence of the Marquis lairgo negotiating with the Chinese. The Chinese have released Chang How in accordance with the Marquis’ recommendation. BOMBAY, September 10. G-eneral Burrows’ defeat is considered discreditable. A strict inquiry is to be made into the cause of the disaster.
