LATE CABLE NEWS.
[BY TBIiESBAPH.] The greater part of the late cable news, per s.s. Tararua, was given in our issue of yesterday. The following are additional items: — LONDON, September 18. Dissensions have occurred in the French Cabinet and a crisis seems imminent. _lt appears that a great difference of opinion exists amongst the Ministry with reference to the foreign policy of the Government, more particularly in relation to tbe Eastern Ques tion. M. Freycinet is averse to the adoption of harsh measures towards the Sultan, while some of bis colleagues insist upon hearty cooperation with the Powers in order to compel the Porte to carry out the recommendations of the late Berlin Conference. Yesterday afternoon a Cabinet ,moeting_was heldto discuss the situation, but nothing definite was arrived at. Another Cabinet mooting has been held by M. Freycinet and bis colleagues. After a lengthy sitting, it was found that satisfactory arrangements could not be arrived at, and the proceedings terminated with the understanding that the Government would send their resignation to President Grevy. An agitation exists in Switzerland for the revision of the constitution, which was based upon fundamental law passed in 1848, and which received the national sanction by the general vote of the people in tho various cantons of tho confederacy in 1876. It is proposed to simplify the machinery of Government and placo the franchise upon a more equitable basis. The Montincgro difficulty has roached a crisis, and a war now soems unavoidjble Although the Porte had offored to cede Dulcigno in order to bring about a peaceful solution of the question, it was believed that' the Albanians were seoretly encouraged by the Turkish authorities to resist the annexation of any portion of the territory. Tne Albanian league has accordingly despatched an army to ocoupy Dulcigno in force, with orders to resist its surrender to Montenegro. Intelligence has boen received, via Panama, that Bolivia is in a state of anarchy. Owing to tho unsuccessful result of tho war with Chili, the populace have risen against the Government, and it is reported that General Daza, the President, has beon murdered. September 19. The position of affairß in Albania is exciting considerable alarm. The Albanians, in taking possession of Dulcigno, attacked the Turkish troops, who withdrew. It is reported that Riza Pasha, who superseded Huesin Pasha in the command of the forces sent by the Porte to facilitate the cession of the disputed territory, has been murdered.
