LYTTELTON BOROUGH COUNCIL.

The Council met on Monday night. Present —The Mayor (chairman), Ore. Macdonald, Maopherson, Hawkins, Eced, Garforth, Webb, Grubb, Weyburn. Prior to entering upon the ordinary business, a special meeting was held to consider the proposal of adopting a by-lav for prohibiting cattle driving in town during the daytime. The matter was not finally disposed of, the draft of the by-law being referred to the borough solicitor to add certain proposed amendments. The receipts since the previous meeting were £7B 6j 9d. Mr C. B. Reynolds, Bakaia, wrote declining to comply with Council's terms for reserve*. The borough solicitor, Mr H. N. Nalder, wrote with referenoe to the draft of the site for the police barracks. In reply to the Council, Mr Nalder wrote that he had examined Messrs Harper, Harper, and Scott's opinion upon the power of the Council to rate the sheds on the Gladstone pier in occupation of the Harbor Board. It was resolved to let the matter drop for the present. Accounts amounting to £96 16j Gi were passed. Leave of absence was granted to Or. Smith. He valuation of land in St. David street, the Minister of Publio Works, the Mayor said, had advised him that Mr Galcott had made the valuation, and the result would be made known by letter to the Council. The engineer at the pumping station in his report urged the necessity for great economy in the consumption of water. It was resolved to connect the outside wells. Cr. Webb moved a resolution that a letter be sent to the Minister of Justice pointing out the difficulties arising from the continual absence of the Magistrate from here. Notice of motion for the next meeting was given by Or. Webb that the salaries of the town olerk, foreman of works, and the engineer be reduced by 12 J- per cent.
