LYTTELTON BOROUGH COUNCIL.

This Council met on Monday night, when the newly-elected councillors, Messrs J. G-. Q-arforth and B. E. Webb, took their seats. There were present—The Mayor (in the chair), Ors. Eeid, Hawkins, Macdonald, Wcyburn, Grubb, Smith, Macpherson. The receipts since the previous meeting were £227 6s sd. A letter was read from Mr J. Oolborne Veel, secretary to the Board of Education, stating that the piece of land not enclosed in the school ground, on which there is a well, is vested in the Board of Education, and is not available for municipal purposes. The manager of railways wrote, stating that a piece of land would be granted for erecting a shed for the water hose, and, if required, for an office. Mr Bennett, acting engineer for railways, wrote, giving permission to allow a water pipe to be put down on railway property } also, a general order subject to application to the ganger in charge. A letter was read from the same department, asking when the borrowed rails would be returned. A letter, notifying that £143 10s was paid on account of charitable aid due to the Council, was read from the Colonial Secretary’s office. Permission was given to Mr Macintosh to make bricks on the Sampler's Bay road for building some cottages he contemplated patting up there, subject to approval of the works committee. Accounts amounting to £149 5s 7d were passed for payment. The foreman of works reported that he was arranging to clean out the reservoir on Wednesday, water to be off from 10 pm. Tuesday to noon on Thursday, except from 2 p m, to 4 p.m. on Wednesday. It would not affect the higher levels. He also reported that an irregularity had been committed in making an alteration in the water service in the Empire Hotel. It was agreed to refer the matter to the solicitor to take action. The engineer at the pumping station suggested that the new wells bo connected with the pumping works. The number of wells was five, and it was estimated that the cost of the alteration would be £75. It was agreed to leave the matter in statu quo. Cr. Smith asked whether a reply had been received from the borough solicitor in reference to the rates on the Gladstone sheds, and Harper, Harper and Scott’s opinion. The clerk was instructed to write for his opinion. The Mayor said he had visited the Maori prisoners’ quarters in prison, and found them very well kept. The following committees were appointed:—Sanitary The Mayor (chairman), Crs, Macdonald and Hawkins. Works—The Mayor (chairman), Ors. Grubb and Weybnrn. Bathing—Or. Macpherson (chairman). Ors. Hawkins and Webb. Lighting—Or. Grubb (chairman), Ors. Smith and Weybnrn. Estates The Mayor (chairman), Crs. Qarforth and Beed. Finance—Or. Smith (chairman), Ors. Hawkins, Macpherson. Eire Brigade—Ors. Hawkins (chairman), Beed, Webb. Water Supply—The Mayor (chairman), Crs. Beed, Hawkins. Charitable Aid—The Mayor (chairman), Crs. Beed and Hawkins. A resolution was agreed to that the water be taken to the top of the Heavenly road, and a tank be placed there for the use of the residents in that locality. The “Lyttelton Times” was appointed the official paper for the ensuing year. Or. Bead’s notice of motion, “ That all regular employes of the Council be paid 8s per day ” was then discussed. The motion was seconded by Or. Smith. Upon it being pat, Ors. Beed, Smith and Webb voted for it, Ors. Maepherson, Macdonald, Hawkins, Qarforth, Grubb and Weyburn against. The motion was, therefore, negatived. Or. Macdonald asked that his reason should be recorded, namely, “ That the motion was inconsistent with the facts.”
