Brisbane has arrived at Cooktown from Singapore, and brings the following items of Eastern news: —A second shock of earthquake occurred on Jaly 20th at Manilla, which caused great damage. The inhabitants were panic-stricken, but there was no great loss of life. The whole of the cityoscillated, and the principal buildings are in ruins. The streets are completelyblocked, and business is prostrated. Items from the StraitsThe Genii left Singapore on August 5 th. Captain Bobardy, holding the portfolios of Works, Justice, and Instruction of Artillery was on board, also the Governor of the colony. 850 immigrants are expected by steamer from India. The pirates who attempted to seize the steamer Bowen have been discharged for want of evidence. 19,000 quintals of tobacco have been sold at nineteen dollars, being an immense advance. MELBOTTBNE, August 30. Constitution BillIn the Legislative Assembly the Beform of the Constitution Bill will be introduced for discussion, but in all likelihood the latter will be deferred till next year.
