Edward Kelly was conveyed by special train to Becchworth on Monday. Tho Crown Law Officers decided that the preliminary examination must take place where the crimes were committed. This examination was fixed for the 6th. The intention of taking Kelly to Beechworth was kept quite secret, and there was no excitement whatever in Melbourne. Ned, however, endeavored to attract attention at the railway station, but failed, no one recognising him. He conversed freely with the officers en route, and when Sergeant Steele said that his gang were not such good shots as they thought themselves, he (Kelly) wanted to fight him. About a hundred persons waited to see the train at Beeeohworth, but there was no disturbance. Parliament opened on the 28th. The speech alluded to the deficit of last year, and a prospective deficit for the present year, for which the Assembly would doubtless provide. The Reform Question baring been repeatedly referred to tho country, hia Excellency hopes that a satisfactory measure will be agreed upon for tho final disposal of tho matter. Tho other measures referred to were land, railway construction, public service, mining on private property and water conservation. In the Council, the reply was moved by Mr Macßain, seconded by Mr Loiimer, and agreed to without debate. In the Assembly the reply was moved by Mr Zinoke and seconded by Mr Officer. Mr Berry moved an amendment, and the Assembly on Friday passed a resolution—“ That tho Ministry did not possess the confidence of Parliament, and that the Government be informed to that effect. Mr Hall seconded, but neither made any remarks. Ministers were equally reticent, and the division resulted in their defeat by 48 to 38. Tho Governor in replying to tho address, said he regrotted]the reference to the motion passed last Friday, as no point of constitutional or Parliamentary law has more universally accepted by all authorities than that Parliament was not in a position to consider the question until it was formerly opened by the Crown. After Mr Service announced his resignation, a supply of £718,000 was passed unopposed, and the House adjourned till Tuesday. Mr Cooper is again a candidate for the Chairmanship of Committees. Messrs Gaunson and Mirams are also spoken of. The Land Mortgage Bank has made a profit for the year of £19,400, and declared a dividend of 8 per cent. Another call of £1 per share will shortly be made on the Provincial and Suburban Bank shareholders. Wills, tho late manager, is declared bankrupt—liabilities £26,000 ; assets, £B7, SYDNEY, August 3. The A.S.N. Company has declared a dividend of 8 per cent. The first prize takers in the Exhibition are endeavoring to obtain gold instead of bronze medals. The contract for the railway extension to Narandara has been let to Mr George Blunt for £322,000. The proprietors of the Victoria Theatre have resolved to sell the site in lots, instead of rebuilding tho Theatre. Reports from Tamora state that the rush is overdone, and diggers are warned against coming. Sir H. Parkes, at a banquet on Saturday, explained his coalition with Mr Robertson, and claimed that tho Government had got through a large amount of useful legislation. ADELAIDE, August 3. A crowded meeting passed a resolution in favor of extending the hours of opening public houses on Sunday. Mr Barrington, the defendant in tho libel case Heard against Berrington, was presented on the 27th with £4lO to defray his expenses. A large meeting passed an Anti-Chinese resolution. The Adelaide Sugar Plantation Company has been started, with a capital of £IO,OOO. The Government grant the company a liberal concession of land. BRISBANE, August 3. Government offers a bonus of £SOOO for the production of the first 500 tons of iron. On the motion of Mr Mcllwraith, tho Mail Contract Bill passed through Committee by 23 to 14. The Premier stated his intention to move an important amendment later on. A freezing and food export company has been formed with a capital of £60,000, of which £40,C00 is already subscribed. PERTH, August 3. Mr Goldsworthy, Colonial Secretary of Western Australia, has been appointed to tho ad ministration of tho Island of St. Lucia The Government intend to stop public works for two years, in order to clear off the deficit.
