THE REPRESENTATION BILL.

[By Teleqbaph.] [fbom ottk own oobbespondent ] WELLINGTON, August 5. Tho Representation Bill has just been circulated. Its provisions and principles have been anticipated by my telegram of Monday. Ninety European members will be returned by eighty-nine districts, Wanganui being the only double constituency. It is provided that if necessary tho Governor may issue writs for a new Parliament without reference to this Act, if the new rolls have not yeti been formed, and in such case the election is to be held under the rolls then in force. Tho Maori representation is to remain as before. The following districts remain unaltered: Mongonui, Marsdon, Auckland East, New Plymouth, Wiitara (formerly “Grey and Bell,”) Egmont, Hutt, Totara, Avon. The following are new or altered districts, as per oohodule - Rodney, Waitemata, Auckland North, Auckland South, Parnell. Grafton, Newton, Onohunga, Franklin North, Franklin South, Thames, Coromandel, Waikato, Waipa, East Coast, Napier, Hawke’s Bay, Waipawa, Wanganui, Rangitikoi, Manawatu, Wellington Country, Wairarapa North, Waimrapa South, Thorndon, Te Arc, Wellington Ssutb, Picton, Nelson East, Nelson West, Motueka, Waimea, Wairau, Bailer, Reefton, Qrovmouth, Cheviot, Kumara, Hokitika, Ashley, K uapoi, Christchurch Suburbs, Sydenham, Christchurch North, Christchurch South, Heathcoto, Lyttelton, Akaroa, Lincoln, Ellesmere, Coleridge, Ashburton, Geraldine, Tiraaru, Seadown, Gladstone, Waitaki, Onnaru, Moeraki, Waikouaiti, Port Obalmers, Roslyn, Dunedin West, Dunedin East, Dunedin Central, Dunedin South, Caversharn North, Taieri, South Taieri, Mount Ida, Bruce, Tuapeka, Vincent, Wakatipu, Clutha, Mataura, Awarna, Invercargill, Riverton, Wallace. The following is the schedule for tho Can terbury districts :—Unaltered, Avon. Tho altered districts are as follows .- Ashley—Bounded on the north-west, north and oast by tho Cheviot district to tho Ashley river, on the south by the said river to the road forming the eastern boundary of section 10512, on the east by that road continued to the Orford and Kaiapoi road at the southeast corner of section 4553, on the north-cost by the road and borough of Kaiapoi to the Waimakariri river, and again south by that river to the Cheviot district. Kaiapoi—Bounded on the north by the Ashley and Cheviot districts, on the oast by the sea, on the south by a line drawn through trigonometrical station, 0. 27, on the sea coast, and trigonometrical station O. 29 on the left bank of the river Waimakariri, on the west by the left bank of that river to the borough of Kaiapoi, thence south-west by the Ashley district to section 4553, and again west by the eastern side of that section continued to the Ashley River. Christchurch suburban —Bounded on the west and north-west from the Lincoln road by the road separating section 47 from 118 to the Riccarton road to a line from the northwest corner of section 155 to the road separating section 18 from 80, by that road to the road separating sections 242 and 299 from 453 and 135 to the Papanui road, following southerly the said road to the road between sections 136 and 243 F., by that road to the road east of section 2256, on the cist by the last-mentioned road to its junction with tho East Christchurch road, fullowing that road easterly to Stanmore road, crossing the river Avon to the road separating section 69 from 84, by that road to tho Ferry road westerly to Christchurch Bast Town belt, again west by the Bast Town belt, again south by North belt, again east by the river Avon and Lincoln road to the starting point. Sydenham —Bounded by a lino commencing at the intersection of Wilson’s road and Ferry road, starting thence along the south side of tho Perry road in a westerly direction to the Bast Town belt of Christchurch, thence along the east side of that belt to the South belt, thence along the south ride of tho bolt to the Lower Lincoln road, thence along the southernmost side of the said road to Bright’o road, thence in a south and easterly direction alone the northernmost side of Bright’s road to tho Windmill road, thence along the easternmost side of the said road to Colombo road, thenoe along the east side of Colombo road to Piper’s road, thence along the south side of Piper’s road to the River Heathoote, thence along the south bank of the river to Wilson’s bridge, thenoe northerly along the west side of Wilson’s rood to tho starting point.

Christchurch North —Bounded towards the north by the town belt, on the south by a line along the middle of Worcester street through Latimer square and Cathedral square, on the east by the east belt, on the west by the middle of Antigua street, and the Hirer Aron to the north town belt. Christchurch South —Bounded on the north by Christchurch North district, on the east by the East town belt, on the south by the South town belt, on the west by the Lincoln road and Antigua street to the river Avon. Heathcote Bounded, north, from the Hals well river by a tributary of that river running through sections 407 and 393 to the Canal reserve, by the said reserve to the Heathcote, and by that river to Colombo South road, on the west by the Sydenham electoral district and Christchurch Suburban district, on the north by the Avon district, on the east by the sea, on the south by Port Lyttelton district and a right lino from peak to peak, following the summit of the north-west watershed of Port Lyttelton to trig station on Cooper’s Knob, south by section 1183 to north of sections 1183 and 181, thence by the roads through section 113504, by that section to the northern boundary produced to the river Ha’s well, and west by the said river to the starting point. Lyttelton—Bounded on the north by lines from peak to peak along the summit of the range of hills on the north side of Lyttelton harbor, on the east and west by lines from peak to peak along the summit of the range of hills, on the north side of Lyttelton harbor, oast and west by lines drawn north aid south through the easternmost and westernmost points of the town of Lyttelton as originally laid out by the Canterbury Association, including the town reserves, on the south by the port of Lyttelton. Akaroa—Bounded on the north by the Heathcote district, on the north-east, east and south by the sea to the mouth of Lake Ellesmere, on the north-west by a line from Taumutu to the mouth of the river Halewell, on the west by the said river to the starting point. Lincoln—Bounded on the north by the Southern Railway and South road to southwest corner of the Avon district at Weodens, thence by the Avon district, on the east by Christchurch suburban and Sydenham districts, on the couth and east by the Heathcote and Akaroa districts, on the south by that district, on the south-west by a right line to the mouth of the river Selwyn, and by river to the starring point. Ellesmere—Bounded on the north-west by the South road and tho Southern Railway to river Selwyn, on the north-east by the Lincoln district, on tho south-east by tho Akaroa district, on tho south by the sea, on the southwest by the right bank of the Rakaia river to the starting point. Coleridge—noundod on tho north-east by tho dividing range between Canterbury and Westland from the source of the river Rakaia to the Teremekau saddle, on tho east and north-east by the Cheviot, Ashley and Avon districts, on the south-east by the Lincoln and Ellesmere districts, on the south-west and south by the right bank of the Rakaia River to the starting point. Ashburton—Bounded on tho north-west by the Southern Alps, on the north and northeast by the Coleridge and Ellesmere districts, on the south-east by the sea, on the southwest by the Rangitata and Clyde River to its source in tho Southern Alps. Geraldine —Bounded on the north-west by the Alps, on the north-east by the Ashburton district, on the south-east by tho sea to Opihi river, on tho south-west and west by that river, and the southern branch of the Opihi to its most southerly source in the Two Thumbs range, and by the said range to the Southern Alps. Timaru —Bounded on tho west by the road commencing at the Washdkye Creek, between sections 1864 and 3131, running southerly to the south-east corner of section 2001, westerly to’north-east corner of 3976, south-westerly to the southern boundary of the municipality to tho sea, and on the east by tho sea, and by the Washdyke creek to the starting point. Seadown— Bounded on tho north-east by the Geraldine district, on tho south-east by the sea and by Timaru district, and again by the sea, on the south-west by the Paroora river to the source, thence due east and west by a line to tho Hakataramea river, thence by a right line to the Waitnngi river at southernmost corner of run 225, again south-west and west by that river and Lake Ohau and river Hopkins to the Southern Alps, on the northwest by that range to the Geraldine district. Gladstone—Bounded on the north and north-east by the Seadown district, on the east bv the sea, on tho south and west by the Waitangi river.
