The Eastern and Australian Mail Company's steamship Normanby has arrived from Singapore with the Torres Straits mail. She brings the following items of Eastern news:— The Chinese preparations for war with Russia continue unabated, and there is reason to believe that the warlike feeling is undiminished at Pekin. Six thousand French troops will occupy Tonquin, in Cochin China, in September. Piracy is rife at the present time in Chinese waters.
