LYTTELTON BOROUGH COUNCIL.
This Council met on Monday night, when there were present—Ore. Hawkins (chairman), Grubb, Weyburn, Seed, Smith, and Maopherson. The receipts since last meeting were £193 2s 2d, The following letter, received from the Harbor Board, was read: — “ I have the honor, by direction of the acting chairman of the Lyttelton Harbor Board, to acknowledge the receipt of your letter of the 14th inst. (July), in which the Board are asked to join with the Borough Council in taking the Attorney-General’s opinion re the Harbor Board’s liability to pay rates on the Gladstone sheds. In reply, lam directed to state that your letter was laid before the Harbor Board at their meeting held on the 15th inst, when the following resolution was agreed to :—‘ That a copy of Messrs Harper, Harper and Scott’s opinion re the Harbor Board’s non-liability to pay rates on the Gladstone shed be furnished to the Borough Council, and that the Board see no reason for obtaining the AttorneyGeneral’s opinion on the subject.’ Incompliance with the above resolution, I forward copy of Messrs Harper, Harper and Scott’s opinion, and am directed to state that the Harbor Board do not desire it to be thought that their action arises from any feeling of antagonism towards the Borough Council, but, on the contrary, it is based on broad principles, and the general bearings of the case, supported as it is by the very decisive Council’s opinion furnished to the Harbor Board on the subject. It is, therefore, honed that on the receipt of a copy of this opinion, the Borough Council may see their way to modify their views on the question at issue.” Signed, 0. H. Williams, secretary. The opinion was referred to the borough solicitor. A letter was read from the Mayor relating to some local matters, and enclosing a letter received by him from Mr Bolleston as to the erection of police barracks, and a copy of the Mayer’s reply thereto. The same were approved of, A telegram, naming what pipes the Ashburton County Council had to dispose of, was read. The sizes were not suitable. Mr J. W. Davis wrote, respecting a rumor of some inaccuracies in a survey held by him. The letter was read and laid on the table. Accounts amounting to £213 9s lid were passed for payment. The usual reports of the engineer and the foreman of works were read. At the suggestion of the works committee, that a portion of the footpath at the bottom of Oifcrd street be raised, the work was agreed to. Leave of absence was granted to Cr. Macdonald.
