Mr Parnell has proposed a scheme whereby the Government would immediately introduce a measure to suspend during tho next two years all process for the recovery of rents in the case of holdings of £lO annual rental, according to the poor law valuation, and all ejectments. The State would also organise a commission to parcel out and let land in small holdings, and sell it to the peasantry, compensating tho original owners at the purchase price of twenty _ years of the poor law valuation, which is considerably below the value of the annual rental. It is stated that the Government Bill dealing with the Irish land question will authorise the Government to appoint a commission empowered to purchase large estates, and retail them to the peasantry in small lot 3 ; funds to be provided by the State, and the peasant proprietors to pay interest at the rate of Z\ por cent. The tone of the Russian Press since the fall of the Beaconsfield Cabinet appears to show that Rußeia is seizing the opportunity of the change of Ministry in England to proclaim her desire for peace, and her readiness to enter into any arrangements, assuiing the British Government at the same time of the honesty of her professions.
Rumours have lately been current of the revival of the alliance of the Emperors, or at least of a reconciliation between Germany and Russia.
The committee of doctors appointed to examine Ve'i Mahommed, the assassin of Colonel Commeroff, decided that he is not and never wafc insane.
The marriage of the Princess Frederica of Hanover to Baron Von Parnell Kaminge was solemnized at Windsor, on April 24th. The Queen was present at the ceremony. The report as to the intended marriage of Prince Leopold with a lady of high distinction in private life is considered very probable. The London correspondent of the Paris " Temps " reports tho nubstuuue of a declaration by Earl Granville at the first official reception relative to the foreign policy of the Government. The Treaty of Berlin will be maintained, but the Government will enter into no Con. tinental alliance,-and the relations with France will be cordially continued. As regards the demands of Greece, the Cabinet give them support exceeding even the demands put forward by French diplomatists.
