SYDENHAM BOROUGH COUNCIL.

A special meeting of this Council was held last Tuesday at half-past six o’clock to consider objections to the burgess roll. Present— His Worship the Mayor, Ors. Langdown, White, Pavitt, Charters, Shierlaw, and Nicholls. After certain alterations had been allowed, the amended burgess roll was signed by the Mayor and adopted, after which the usual fortnightly meeting of the Council was held. Ors. Andrew, Hall and Joyce here attended. Mr Lockwood presented a requisition to the Mayor asking that a public meeting of the ratepayers may be convened to consider the reply of the Drainage Board to the resolutions sent to that body as passed at the meeting of the 13th inst. It was resolved that a meeting be called as requested, to take place on Friday, May 28 th, at the Colombo road schoolroom, at 7.30 p.m. A letter was read from the Drainage Board in reply to the town clerk’s letter of the 14th May, forwarding resolutions adopted at the public meeting held in Sydenham the previous evening, referring the Council to the reply sent to the Mayor of Christchurch on the same subject. In reference to the Madras street sewer, to which particular exception was taken at the public meeting, the Council was referred to what took place when the Mayor and Cr. White interviewed the Drainage Board on the 30th June, 1879, when those gentlemen urged the Board to action for carrying off storm water in various parts of the borough, which resulted in the engineer submitting plans for the Gasworks road sower, the drain along the railway into Jackson’s creek, and a sewer from the intersection of Third street with Colombo street, along First street and Madras street to the Avon, the coat of the latter work to be equally borneby Christchurch and Sydenham j and referring to the deputation represented by Mr Lockwood on 26th January, 1880,

which urged the claims of those residing in the neighborhood to the relief which had been already asked for. The letter also said that Mr Clark considered that Mr Bell was more competent to deal with this part than himself, and that gentleman had endorsed Mr Bell’s opinion. Or. Andrew called attention to the Board haying taken no notice of portions of the requisition asking members to resign. Considerable discussion ensued, resulting in the decision to reply fully to the Drainage Board after the publio meeting on Friday next. From the Hon, B. Richardson, acknowledging receipt of resolutions passed at publio meeting on 13th inst., promising it his best support; also, one of a similar tenor from Mr J. T. Fisher, M.H.E., on the same subject. The letters were received. From the Dunedin City Council, regarding the circular addressed by the Colonial Secretary to the different local governing bodies now receiving Government subsidies to the rates, advising their threatened withdrawal, and advising joint action in remonstrating against the same. Or. Joyce proposed, and Or. Pavitt seconded—“ That the letter be received and acknowledged.” Or. Andrew proposed, and Or. Hall seconded, an amendment as follows : —“ That joint action be taken with the Dunedin City Council to compel the Government to continue the subsidies for the stipulated period of five years. _ . , After considerable discussion, Cr. Joyce s motion was carried. . Or. Charters moved, and Or. Nicholls seconded—“ That the matter he postponed till after the Colonial Secretary’s Financial Statement.” Carried —Ayes, 7 ; noes 3. A letter was read from Mr J. Struthers Williams, respecting an alleged nuisance on the towing path alongside the River Heathcote. The works committee were instructed to remedy the complaint. The works committee reported as follows :

1. The Heathcote Road Board having intimated that being unable, from want of funds, to contribute the half cost of the brick arched bridge, approved of by the committee, to replace Wilson’s Bridge, we have agreed witn the Board to accept a tender for a girder bridge ; your committee ask leave of tho Council to employ a clerk of works to superintend the construction of the said bridge. 2. We have invited tenders for forming and metalling the streets in Rural Section Ho. 74 Wilson’s Paddock.

The report was adopted. Report of sanitary committee : 1. Tour committee beg to report in reference to the question referred to us of preventing the deposit of rubbish within the borough, so as to cause a nuisance, that we are of opinion that the borough by-laws are sufficient to deal with the question. 2. Up to the present time only 419 dogs have been registered, and as there are at least 700 dogs in Sydenham, wa recommend that the borough ranger take proceedings against all unregistered dogs. 3. Through the courtesy of Mr Marshman we have obtained a tracing of the borough, and we suggest application for a Crown grant of the reserve. The report was adopted, councillors agreeing that the by-law be enforced under the direction of the borough ranger.

The finance committee reported receipts since last- meeting £405 13s Bd, expenditure £Bolss 3d, credit balance at tbe Bank £1205 10s 3d.

In reply to the Council’s application to the Spreydon Road Board for proportion of impounded land fund, a reply was received by the finance committee, who recommended that the Council should appoint a deputation to wait upon the Board to arrange the matter amicably. The report was adopted. Cr. Andrew moved, and it was carried—- “ That the finance committee be a deputation to wait upon the Spreydon Road Board in the matter of the impounded land fund.” A letter was read from the Christchurch City Council, intimating that the appointed committee meeting on the South belt would be held on Wednesday, May 26th, at 4 o’clock. Referred to the committee appointed. The Council then went into committee to consider a letter from Mr J. T, Fisher, M.H.R., enclosing copy of a letter from the Premier respecting the removal of the railway cashier’s department from Christchurch to Dunedin; also a letter from the Christchurch City Council, forwarding the proposed Municipal Corporations Act, as considered by the joint committee on the 13th instant, for the Council’s consideration, and announcing a future meeting of the Mayors of the various municipalities for the further consideration of the subject. On resuming the Council adjourned.
