BOARD OF EDUCATION.

The Board of Education for the district of Horth Canterbury held their uaaal fortnightly meeting yesterday. Present Messrs J. Inglia (chairman), A. Duncan, Cunningham, W. Montgomery, C. C. Bowen, H. J. Tancred, E. C. J. Stevens, B. H. Webb, and Bev. C. Eraser.

The seoretary read a list of appointments which had been made, and the chairman laid on the table the inspector's report on Sunday schools, also the report of the drill instructor, Mr Walker. The latter informed the Board that the last term of his private class had ju6t expired, and asked permission to commence a fresh quarter. Permission was granted. A lettor wa3 read from the chairman of the conference of teachers, enclosing copies of the resolutions which had been passed, with a request that the Board would forward them co the education department of the Government.

The chairman of the Green Park School committee wrote asking the Board for a change in the teaching power of the school, and setting forth their reasons for desiring it. The matter was relegated for discussion in committee.

Mr Matthews, formerly master of the school at Kaiipoi, applied for the situation of aaastor of the Clarkesville school. The Board postponed the consideration of the matter for a fortnight. The temporary appointment of Miss Woodville to the Carleton school was continued for the present. Miss Willis was similarly appointed to the Mount Grey Downs school, subject to receiving a certificate. Miss Blyth, at present a fourth year pupil teacher in the Gloucester street school, applied for the position of assistant mistress to the South town belt school. She was recommended by the Gloucester street school committee. There were a number of other applicants, four of whom were already in possession of provisional certificates, The Board decided not to sanction the appointment on the ground of its irregularity. A letter was rea-1 from tho principal of the Normal School, endorsing the recommendation of Mrs Crowley for the appointment of Miss Badcliffe to the Kindergarten department. The Board agreed to make the appointment a provisional one. Miss Allison applied to be re-instated on the staff of pupil-teachers of the Normal School, urging that she had been dismissed by the late principal, Mr C. C. Howard, without the sanction of the Board. The Board decided that there had been no irregularity in the dismissal of Mi 33 Allison, and the allegations contained in her letter were not sustained ; moreover 6he had no standing on which to ground her application, having no certificate It was resolved to instruct Miss Allison to this effect.

The Eist Christchurch School Committee wrote with reference to an increase of the teaching power, urging that tho main and side schools Bhould be regarded as separate and independent. It waß understood that tho proposal of the commiLtee could not be entertained.

A letter was reid from Mrs Stevens, of the North Kowai, askirg if she could hold any appointment under tho Board as an uncertificated assistant. The Board agreed that the ■writer be informod any appointment under those circumstances could only be of a temporary nature. Mr Forster, of the West Christchurch School, wrote asking if the Board could allow of his bavirg a substitute until tho end of November, for the purpose of completing his studies in connec'.ion with tho Canterbury College, as he was fearful of his health failing under the double work of Btudying and teaching. The application was endorsed by the recommendation of the school committee for the Board's favorable consideration. The Board decided to grant tho request on the terms of the applicant's momo., and Mr Stevens suggested the addition of the words " that in similar circumstances the same facilities be'granted'to any future applicant." The Board adopted the suggestion. A number of tendovs we;o opened for additions to the school at Woodend, and that of Messrs. Boyd and Eeir accepted ; Saltwater Creek, repairs, painting, &c, Mr Fergusson; Hororata, Mr Lawler ; Oourtenay, Mr Ferguson ; Loburn, Mr Williams. Tenders for supplies of firing for the Normal School were considered, that of Mr Lloyd being accepted for coal and firewood.

A claim for fencing was referrel to the legal advisors of the Board. A letter was read from the committee of the Suburban Kaikoura School, asking for payment for the erection of certain sheds. The application was refused, as the expenditure had been unauthorised. The East Ohristchurch school committee wrote, asking the sanction of the Board to an expenditure of £45 for improvements, &c. The Board voted the sum of £2B, the committee to provide for certain minor wants out of incidentals.

An application was received from the Fernside BChool committee for £25 for repairs to the master's house. Tho Board authorised the purchaee of a stove and the other things necessary to repair the roof, &o. The Chairman read the report of Mr Lambert on the state of the present achool and its attendance at Kaikoura, with an estimate of the cost of the new school and master's house. The plans for tho school were approved, and the chairman was authorised to consult with the architect as to certain details.

A petition was received from tho inhabitants of the Upper Hinds, praying for a school to be erected in tho township, and stating the number of children that could attend. The Board agreed to the request. At this stage, 6 p.m., the Board went into committee, the chairman and Messrs Montgomery, Cunningham, and Webb being tho only members presont. The Board subsequently adjourned.
