COUNTY COUNCIL.
AKAROA. Satpbday, Apbili 24. The Akaroa County Council met in their office Duvauohelle’s Bay, on the above date. Present—Messrs J. Dalglish (chairman), F. W. Williams, W. Coop, G. S. Fleming, O. McDonald, J. Gobble, B. S. Bradley, and J. Barker, The Chairman read a statement of the business to come before the Council for that s?ha Engineer reported on the proposed Toad diversion through Mr Leleivre s propetty, and stated that the price of the land (£SO) was reasonable. The Chairman said that the report being favorable, he had given instructions to have the road pegged off and graded, and had called for tenders, as authorised at the last meeting of the Council. Mr Williams understood that the road proposed only to lead up to Mr Armstrong s property, and then ended. He was in favor of going no further in the matter until the Council had some assurance that Mr Armstrong would give a right of way in perpetuity through his land to join the road leading to Flea Bay. Mr Barker aud several other members agreed with this view of the question. Mr Armstrong, who was present, stated that he would sell the land required for the road at a reasonable rate of compensation, and win quite willing to leave the matter in the haids of any impartial person. Mr Armstrong put his offer in writing, and the Council then proceeded to the consideration of the tenders for the formation of the road, when that of Messrs Hawthorn and Bray was accepted at £2 per chain for bench- *' ing, and 30s for fencing. Mr Coop moved—“jThat Mr Leleivre’s offer for'the land for road running through his property be accepted, and that the chairman be authorised to have the conveyance of the said land prepared.” The motion was seconded by Mr Bradley, and carried. Tenders were opened for fencing the site of the Council’s offices, when the tender of Messrs J. Reid and Co., at £3 17s 6d per chain for fencing find £2 17s 6d for work at stable, on the understanding that the work be done in six weeks, was accepted. A statement was received from the Secretary to the Treasury, Wellington, for the year ending June 30th, showing the receipts for general rates for the year ending March 31st, 1879, as £1129 2s sd, subsidy at 10s in the £, payable for the half year, £064 lls 2d. To be deducted for Charitable Aid, £249 ; hospital, £431, leaving a balance due by the Council of £lls 8s lOd. Members expressed their surprise at the largo increase from last year £93 10s for the hospital, and for charitable aid £B7. Mr Williams moved—“ That the amounts of tho two previous years bo sent to Mr Montgomery, their member, asking how the large increase arose.” Mr J. Qebfaio seconded the motion, which was put and carried. A letter was road from the Chief Surveyor, stating that before he could send Mr Welch to define the road bounding section 924 some weeks must elapse, and stating that the Government does not undertake to lay out roads the pegs of which have been lost. Mr Gobble moved—“ That the chief surveyor be thanked for his attention, to the Council’s request, and that tho lower portion of the work stand over until it is surveyed by a Government officer ; at the same time requesting the chief surveyor to do so as speedily as possible.” The motion was seconded by Mr McDonald, and agreed to. The Secretary to the Treasury wrote, enclosing the usual form to supply the data to the Treasury for the subsidy under see. 32 of tho Financial Arrangements Act, but pointing out that such was not to be taken as an indication that the subsidy would be granted. The Secretary of the Akaroa Domain Board wrote, stating that there were 1700 trees available for distribution, and suggesting that a time should be fixed for taking up the trees during May, and also requesting a farther grant to enable the Board to raise young trees for distribution in future years. In reply to a question on the subject, the clerk stated that the only applicant for trees at present was the Bov. H. Stocker, of Mr Williams moved—" That the Council ad▼ertise for applications from public bodies for trees on or before May 15th.” The motion was seconded by Mr Gebbie and carried. A circular was also read from the Public Works Office, Wellington, requesting a statement of the expenditure of the Council to March 31st, 1880, as required by the Public Works Act, 1876. A letter was received from Mr J. Harris, Port Levy, stating that a public meeting had been held, and that trustees had been appointed and an acre of ground purchased for the purpose of a cemetery there, and applying for the grant of £lO voted by the Council. On the motion of Mr J. Gebbie, seconded by Mr Bradley, the money was ordered to be paid in the usual way, viz., on receiving the receipt of three trustees. The letter received from the residents in Laveriok’s Bay, which bad been held over from the last meeting of the Council, on the subject of this_ grant, was ordered to be answered, informing the applicants that the money had now been taken up by the original grantees, and that the Council were not now in funds. A letter from the Akaroa and Wainni Road Board, covering a report by Mr Piper on behalf of that Board concerning the dispute between that Board and the Little River Road Board, was laid before the Council. The report stated generally that they could not agree with the representatives of the Little River Braid regarding the cost of construction of the Lake Forsyth road, and suggested that the question should be referred to soma impartial person. Mr Gebbie moved—“ That the Akaroa and Wainui Road Board be written to, stating that it has already been decided to leave the matter for the two Boards to decide on what proportion of the balance of the special grant for the Lake Forsyth Road each Board should receive.” Seconded by Mr Coop and carried. A letter was received from certain residents in the Little River District, stating that no satisfactory account could be obtained from Mr G. R. Joblin on the expenditure of the cemetery and recreation grants for Little River.
The Chairman explained that the grant for the cemetery had been paid to the account of the trustees into the Bank of Now Zealand, Christchurch, and that the grant for the re • creation grounds was still in the hands of the Council. MrjJ. Gebbio moved—" That in reply to the letter of the residents in the Little Biver district, they be informed that the vote of £SO for the Little Biver Cemetery was paid into the Bank of New Zealand, Christchurch, and the vote for the recreation ground is still in the hands of the Council, as no receipt had been received.” The motion was seconded by Mr Bradley and carried. The Chairman pointed out that at this the grant of £57 2s XOd lapsed for -jfoo Pigeon Bay recreation ground. Bradley, in the absence of Mr Hay, the member for the riding, was in favor of still further postponing the grant. The Chairman pointed out that, according to the minutes, this could not be done. Mr Gebbie moved—“ That the sum of £57 3s, which was originally voted to Pigeon Bay, be equally divided amongst the remaining six Bead Boards in the county.” The motion was seconded by Mr Barker and carried. Accounts to the amount of £l6 7s 2d were passed for payment. Mr Williams moved—" That this Council take over the road known in this district as the Summit road in terms of the Public Works Act, 1876.” An amendment was moved by Mr Coup “ That the Council does not take over the Summit road until greater cause can be shown for the necessity of so doing.” Seconded by Mr Gebbio and carried. The Council then adjourned.
