LYTTELTON BOROUGH COUNCIL.

The usual fortnightly meeting of this Council was held on Monday night, the Mayor in the chair. Ors. Macdonald, Hawkins, Wood, Reed, Wyburn, McOlatchie, Macphcrson, Grubb, and Smith were present. The receipts since the previous meeting amounted to £289 2s sd. A circular was read from the Secretary of the Treasury, notifying that the Government subsidies to local bodies would not probably be continued. The Mayor said the clause in it stating that the discontinuance of subsidies, ween pro. posed last session, was approvingly regarded by the House, was wrong as far as his memory served him ; indeed the contrary, he thought, was the cose. The clerk to the Christchurch City Council sent a copy of resolutions passed by that Council in reference to the Hospital and Charitable Aid Bill. The proposal was that the expenses of hospital and charitable aid be met out of the consolidated revenue of the colony, and that half the members of the Board should be elective, the other half to be nominated by Government. The communication was ordered to be acknowledged. Mr J. F. Ward, churchwarden for Holy Trinity Church, wrote asking that the rate on the new parsonage be struck off,the building not being completed or habited when the rate was levied, and no notice had been served on the clergyman or warden in terms of the Act. The letter was referred to the valuator for him to report on the first clause of it. The engineer of the pumping station reported on the new high-level pump, and recommended that a man bo appointed to assist him. The Mayor said that on Saturday the pump was worked for eight hours, and about 32,000 gallons of water|«rere pumped up. The clause in the report in reference to the assistant was left with the water supply committee. Some discussion ensued upon the charging of certain ratepayers in Bipon street with the water rate, while the pipes were not so laid as to enable the ratepayers to use the water. Crs. Maopherson and Smith said they were being changed the rate but they could not get the water, except at a very great cost. It was resolved that the water supply committee take the matter in hand, temporary pipes, if possible, to be laid along Bipon street. Or. Smith, as chairman of the finance committee, read the report of the interview between the committee and the manager of the Bank of New Zealand, with reference to the Council’s account. The terms offered by the Bank were an overdraft of £ISOO at 9 per cent., but no interest on money at credit on current account, the arrangement to be subject to three months’ notice. The terms were accepted, a resolu tion being carried to that effect. The inspector of nuisances reported—“ A serious nuisance existed at the Tunnel reserve caused by the depositing of rubbish there.” It was resolved to write to the Steward of Reserves with reference to it, and advising him to have the place fenced in. A similar nuisance existed also at the new clay bank on London street, and would have to bo abated. Cr. Grubb suggested that the channels along Norwich Q.uay bo swept before eight o’clock in the morning. The foreman of works was authorised to have the change initiated. The foreman of works reported that the hose in use for supplying water to the shipping and railway was in bad repair. He considered the Railway Department should supply a new one, as the hose was used to fill the boilers and tanks, and in that service received more wear than in supplying the shipping. It was agreed to write to the Manager of Bail ways to that effect. Accounts amounting to £203 19s were passed for payment. Or. Reed spoke of the reckless riding of butchers’ boys and the danger to pedestrians in certain localities.
