She brings news that tho French Admiral has been instructed to occupy Tonquin in Cochin China. He will levy duty of 2 per cent, on imports, 1 per cent, on ox ports, and 20 per cent, por ton on vessels leaving for Manilla. SYDNEY, April 12.
