BOROUGH COUNCILS.

LYTTELTON. The usual fortnightly meeting of this Council was held on Monday night. Present— The Mayor (in the chair), Ors. McClatohie, Wood, Macdonald, Grubb, Weyburn, Seed. The receipts since the previous meeting were stated to be £ll 10s, The engineer at the pumping station reported that the supply and demand of water were about on a par. He also recommended his assistant for a rise of salary. With respect to the water the Mayor said that there undoubtedly was a serious waste going on. Erom tests recently made this was shown to be as much ns 7000 gallons in a single night between the hours of 10 p.m. and 5 a.m. Ho thought there was no fear but that the requirements of the town could be met, but consumers should exercise as much economy as possible. Accounts were passed for payment amounting to £152 9s 4d. The recommendation of the engineer at the pumping station re the assistant's pay was acceded to. The condition of the sewers was then discussed at some length. Cr. Eeed called attention to the paragraphs which had recently appeared in the Pbess re drainage, and the Mayor replied that all the drains, with one or two exceptions, were trapped. The stench on Saturday last he attributed to the powder burnt at the neighboring works. The untrapped drain near the harbor office was outside their boundary, and there was one along the beach. Cr, Heed thought that the time had come when the drainage scheme should be completed. The Mayor spoke of the drain at the Albion Hotel being in the worst state of any. Or, Grubb asked Cr. Macdonald whether there were any cases of diphtheria in that locality ? Or. Macdonald had not heard of any. The Mayor said that he had heard a report that diphtheria had appeared there, and that is was attributed to the defective drainage. He was glad to hear that the report was not verified. Mr Hill, the owner of the Albion, offered to pay a fair proportion ef the cost of constructing the drain, and it was resolved to call for tenders for the work, also for the completion of it, from Exeter to Winchester streets. Or. Beed moved, “ That tenders be called for completing it to Bipon street,” and it was carried by the casting vote of the chair. The Mayor made some remarks about forming the sewer from the Orphanage to the sea, and mentioned that the Hon. Minister of Public Works had seen him with reference to it. He told the Minister that he did not believe the Council would pay a penny towards its construction, and that the Harbor Board could not expect them to do so. With reference to the high level pump, Messrs Scott Bros, had asked for another trial of it. It was agreed that the Mayor should see Mr Turpin, and, if possible, arrange for him to be present when the trial takes place, the Council to be called for that purpose. KAIAPOI. The fortnightly meeting was held on Tuesday, Present—The Mayor (Mr Blackwell), Ors. Moore, May, Pinching, Monk, Woodford, Wearing, jun.. Ellen, and Matthews. Leave of absence was granted to Or. Eraser, and sympathy expressed in his bereavement. Letters were read—From the Colonial Treasurer, forwarding £5 5s for fines. From Messrs. T. and W. B. May, for permission to erect a verandah. Granted. Cr. Moore, chairman works committee, reported the estimated cost of bridge over Feldwick’a drain was £9. Two residents of Black street had objected to the sump; he asked for an extension of time to report on the swing bridge. A desultory discussion, lasting three-quarters of an hour, took place on the first clause. [Cr. Pinching moved—“ That the estimate be reduced to £5.” Carried—Ayes, 5 ; noes, 4. Accounts, £37 6s lid, were passed. The cemetery deposit was ordered to bo renewed. Or. Pinching moved—“ That, owing to the opposition, the sump in Black street be not made.” Or. Moore moved—“ That the matter be deferred, as if the sump on Mr Monk’s land in Peraki street was made it might meet the requirements of that part of the borough.” The amendment was carried. It was decided notice be given to remove a building occupied by Mr Keetley on Black street within seven days. In reply to Or. Pinching, the Mayor said the term of office of the fire police had expired. The Council then adjourned.
