Mr Berry and Sir B. O’Loghlen were the only Ministers present. [Per John E!der.] CAPETOWN, February 24. Sir Garnet Wolseley is at Maritzburg arranging a constitution for Natal. The Legislative Council of Natal are discussing the question of the Home Government granting a responsible Government.
