[REUTER’S TELEGRAMS.] CALCUTTA, February 23. The Afghan War.
Advices have been received from Cabul stating that General Roberts offered to hold a conference with Mahomed Jan and other insurgents, for the purpose of discussing the position of affairs in Afghanistan, and the question of the future rulership of that country. ST. PETERSBURG, Feb. 22. Fira in Moscow.
The Academy of Forest Culture at Moscow was totally destroyed by fire to-day. One of the students of the Academy is believed to be implicated, and has been arrested on the charge of incendiarism.
