KAIAPOI BOROUGH COUNCIL.
The fortnightly meeting oli this Council was held on Tuesday evening. Present, the Mayor (Mr Blackwell), Oi;b. Woodford, Mathews, Pinching, Moore, Fraser, and Wearing. Leave of absence was granted to Cr. May. Letters were read : —From Mr C. C. Bowen, referring to visit of Minister of Public Works. From Board of Education, forwarding circular announcing establishment of college for deaf mutes. From Mandeville Road Board, requesting Council not to register dogs out of that district, and to pay up 17s, taken for previous registrations. Referred to town clerk. From Eyreton Boad Board, acknowledging receipt of letter from the Council. From Dobson snd Son, eaclosing account of £lB4 5s sd, for report on Waimakariri. It wag decided to send copyof same to other local governing bodies in* terested. From Charitable Aid Board, claiming for maintenance of an inmate of the Old Men's Home. The Mayor pointed out the Council already contributed over £IOO towards charitable aid. Besolved to reply to that effect. The inspector of nuisances reported the Borough School closets were clean, and the excreta removed and buried to a sufficient depth, so that there was no offensive smell whatever. From Mr O'Callaghan, relative to Irish relief. Or. Pinching moved, "That the Council co-operate with Mr O'Callaghan." Cr. Woodford pointed out that there was a great amount; of distress in the colony, as shown by the telegrams from Wellington. The motion was not seconded. Cr. Moore, chairman works committee, reported that the sump in Black street must be made larger, owing to the quick sand About 175 ft wood kerbing for Jones and Charles streets was required. A bridge over Feldwick's drain would need a stringer and planking. The pinion of thu swing bridge was again broken, and a properly made rack for the machinery ought to be made. The report was agreed to, consideration on the latter two works being deferred to receive an estimate of cost. Or. Fraser, chairman finance committee, reported the fortnight's receipts to be £26 17s fid ■ the present overdraft, £431 lis Id. It was sUted that £IOO of rates had not been collected. Cr Pinching, chairman Charitable Aid committee, reported on the cases in hand, to which relief costing £2 17s 9d per week was paid. Accounts, £lO Oa 3d, were passed, an item for work done at the fire brigade station being opposed, as neither the Council nor the chairman of the fire brigade committee had sanctioned same. Or. Pinching brought forward a question of privilege, in which he stated a servant of the Council had been asserting that certain Councillors were liable to penalties for supplying goods to the Council. The Mayor read the portion of the Aoij bearing on the matter, and observed that tho party referred to had better show that his threat was not an empty one. A tender to sink two wells and sumps for £l4 was accepted. It was agreed that the chairman of the fire brigade committee sanction an alteration in the fire service pipes, to render the same more effective, cost not to exceed £5. The Council then adjourned,
