LYTTELTON BOROUGH COUNCIL.
This Council held an ordinary meeting on Monday night. Present Crs. Grubb, McClatohio, Macpherson, Smith, Wood, Beed, Weyburn, Hawkins. On motion, Or. Hawkins took the chair. Leave of absence for the evening was granted to Cr. Macpherson, who loft the chamber. The receipts were stated at £52 2s 9d. An offer of 3-inch pipes was read from Mr E. W. Mills, Wellington, and was left in the hands of the water supply committee. The, clerk was instructed to write to Messrs A. Briscoe, Dunedin, in reply, with reference to the withdrawal of their offer of pipes. The chief gaoler wrote, consenting to the employment of the hard labor gang at the junction of London and Dublin streets, conditionally. Left with the works committee, with power to act. A legal opinion was read from the Council’s solicitor, stating that the Council had not the power to give money to the borough school for prizes. Or. MoOlatchie and Or. Grubb spoke in favor of the grant being made, Cr. Grubb stating that the legality of the matter would rest with the auditors in passing it. Cr. Beed objected to passing it in face of the contrary opinion of the Council’s solicitor. Or. Grubb moved—- “ That £5 be appropriated to be given between the borough school and the Boman Catholic school.” -Seconded pro forma by Cr. McOlatohie. Cr. Weyburn moved—“ That the decision of the solicitor be adhered to." Seconded by Or. Beed. Cr. Wood said the Council had annually given £3 to the school for eight or nine years past. Cr. Smith said he should oppose the money being taken, in view of the solicitor’s opinion. On the amendment being put—“ That the solicitor’s opinion be adhered to,” there were three ayes and three noes. The chairman voted “ aye:” Mr .J. O. Sopp, the manager of the Lyttelton Orphanage, reported that a number of children in the institution were sick with a mild form of diphtheria. Or. Wood asked whether the back premises of the orphanage had been inspected. The inspector said not officially. Ho had been there and had noticed the place wan not so clean as it shou’d be. The inspector was authorised to visit the institution. In reply to a letter, asking the patronage of the Mayor and Council to ,an entertainment in behalf of the orphanage children’s treat, Council agreed. An application was read asking that the rates on the Church of England Sunday School be remitted. A letter was authorised to be written to Mr Townsend, stating that the Council had no power to accede to hia request. The minute from the previous meeting re the Colonists’ Hall application for subsidy, was then taken up and discussed, and left until a full Council was present to dispose of it. Accounts were passed for payment to the amount of £392 14s. Instructions were .given to get a supply of dog collars for the •new year. The foreman of works reported •Chat a preliminary trial had been made with new pumping machinery from Messrs Scott JBros. About a thousand gallons of water was raised to the upper reservoir. One or two slight additions were to be made to the engine, when there need be no delay in filling the reservoir. The brickwork around the engine had been built, and the plan end specifications for finishing the building were in tho office, tenders Cor which required to bo called. The upper reservoir should be filled at once, Messrs Scott Bros, to furnish the labor. Left with the works committee with power to call for tenders, and accept the earner Tho engineer at the pumping stal ion reported upon a number of repairs made at the s tation, and asked the Council’s permission to Jo certain w.orks. Permission was given, and a tank ordered to be obtained by the foreman of works. The official opening of the upper ( level reservoir was appointed to take place cm 3 the 17th inat.
