[By Telegbafh.] The mail steamer Tanjore, with the Sntft mail, has arrived at Albany with news to October 22nd: Political canvassing, in view of a general election, is going" on. Professor Fawcett, speaking on the Irish question, said it was better for the liberal party to be excluded from office until the youngest was gray with age than to obtain power by any compromise with Home Rule, and so lend a helping hsnd towards dismembering the Empire. Sir M. Hicks Beach, in a speech at Birmingham, defended the annexation of - the Transvaal, and showed that the Liberals offerred no opposition at the time the measures were taken. Lord Lyt.telton, at a Liberal banquet, said that if the Liberals returned to power the Afghan policy would be reversed, Cyprus given up, and the National Finance placed in a sound condition. The baby farming case is concluded. John and Catherine Payne were charged with the murder of three children entrusted to their charge. They were convicted on the minor charge of manslaughter, and sentenced to penal servitude for life. General Mestoheirsiff is appointed Go-vernor-General of Eastern Siberia, and will co-operate with Admijal Askenborg, Com-mander-in-Chief of the Pacific station. Russian papers state that if war occurs between China and Japan, Russian sympathy will be with China. Information has been received at New Tork that the commander of the States war steamer Hackawang, from Apis, Samoif slands.f states that if Sir A. Goidon|bad annexed Samoa, or had established a protectorate, it was intended to protest against the annexation of Pagopago Harbor and its use as a coaling station, and he would have taken his vessel there to protect the station if necessary. Adolphus Rosenburg, the publisher of "Town Talk," was sentenced to eighteen months' imprisonment for libel upon Mr and Mrs Langlry, and entered into recognizances for £IOO to keep the peace for a further term of eighteen months at the expiration of the sentence. For the libel on Lord Landesborough he was sentenced to six months, and for the libel on Mrs Cornwallis West to six months. The Judge regretted that he was unable to add hard labour to the sentence. He said that the offence should not have been treated as a first-class misdemeanor, but as a felony. The printer of the paper was ordered to enter into recognisances for £IC3 to appear for judgment when called upon. INDIA, November 7. Rewards have been offered for the capture of the men concerned in the attack on the Residency at Cabul—so rupees for Sepoys, 75 rupees for a captaiD, 100 rupees for a field officer. A committee has been appointed by the Government of India to arrange for the dispatch and collection of Indian contributions to the Melbourne Exhibition.
