SYDENHAM BOROUGH COUNCIL.

The usual fortnightly meeting of the Sydenham Borough Council was held last night at seven o’clock. Present—Crs. Brown, Pavitt, Joyce, Hall, Andrew, White, Charters, Langdown, and Nicholl. In the continued absence of the Mayor through illness, the chair was occupied by Or. Brown. The minutes of the last meeting were read and confirmed. A letter was read from the Christchurch town clerk, intimating the willingness of the Council to meet the Borough Council at a conference re the South town belt. On the motion of Cr. Joyce, seconded by Cr. Pavitt, it was resolved to fix the date of the proposed conference for Friday next, at 7 p.m , in the City Council office. The statement of receipts and expenditure for the half-year ending 30th September, 1879, showed the receipt' to be £3549 18s 93, and the expenditure £3357 Is 103, leaving a balance of £192 16s lid. On the motion of Cr. Charters, seconded by Or. Langdown, it was resolved—“ That the balance sheet be adopted.” A letter was received from the Ashburton Borough Council enclosing the following resolutions, passed at a meeting of the Council on the 6th instant: —“ That in the opinion of this Council it is advisable to form a Municipal Association, composed of all the Borough Councils throughout the Canterbury Provincial district, for the purpose of furthering the interests of Municipalities in general.” “ That copies of the foregoing resolution be sent to all Borough Councils within the Provincial district of Canterbury, asking them to co-operate with us in this movement, and it they are willing to do so, a general meeting of delegates be held in Christchurch on a date to be fixed.”

On the motion of Or. Charters, seconded by Or. Hall, the matter was allowed to stand over for the present. Letters were read from the Superintendent of-Police and the clerk to the Christchurch Bench, acknowledging the receipt of copies of the Sydenham borough by-laws. The letters were ordered to be acknowledged. A letter was read from Mr E. 0. J. Stevens, re market reserve, &c., and asking for further information on the matter of public offices in Sydenham, municipal boundaries, &c. Cr. [Hall moved—“ That the letter be acknowledged with thanks, and that Mr Stevens be informed that the question of boundaries would be discussed at the forthcoming conference with the Christchurch City Council.” Or. Pavitt seconded the motion, which was carried. A letter was read from the Colonial Undersecretary, stating that Mr Charles Allison, jun., had been gazettted as Registrar of Dogs for the borough of Sydenham, and appointing the Borough Council office as the place of registration for the borough. The letter was received and ordered to be acknowledged.

A letter was read from the Commissioner of Railways stating that a nuisance complained of on the railway premises had been attended to. It was resolved that the letter be received. A letter was read from Mr W. J. White, complaining of an imposition on-the part of the borough ranger in demanding 3s driving fees from the South town Belt to the Ferry road pound, the distance being - one mile and a-half. On the motion of Or. Joyce, seconded by Or. Hall, it was resolved that the letter be received, and the writer be instructed to wait on the Council with regard to the matter. William Robinson wrote asking permission to erect a verandah in front of his shop in Colombo road. The matter was referred to the works committee. A letter was received from the surveyor to the Christchurch District Drainage Board, enclosing a resolution passed at the last meeting of the Board re filling in the drain on the west side of the Windmill road. On the motion of Cr. Joyce, [the matter was referred to the works committee. A letter was received from the Christchurch Coal and Gas Company, requesting payment of the company’s claims against the Council, amounting to £2l and £lO 10s respectively. It was resolved that payment of the two accounts be made, A [letter from Mr Panel rs footbridge in front of his premises, was referred to the works committee. SANITABY EEPOBT. The -committee reported that, as Mr Philpott had failed to repair the road opposite his gravel pit in a satisfactory manner, and as he has already received two notices from the Council on the subject, the committee recommend the Council to commence legal proceedings against him if he fails to remedy the evil at once. The report was received and adopted. LIGHTING .COMMITTEE. The committee reported that they had considered the question of providing additional lamps, and are unable to recommend the casting of any more lamp-posts for the present. A supply of kerosene lamps had been procured for use in the streets where gas was not available, and instructed tho town clerk to prepare a specification and invite tenders for oil and lighting the same. The report was received and adopted. The works committee reported as follows : That they cannot advise the Council to comply with the request made-by Messrs J. and A. Anderson for a part, of the borough reserve at Chertsey, as the Council has no power under the 177th section of-the Municipal Corporations Act, 1876, to cither sell or let in the manner

proposed. As requested by the Council, tno conimittee have considered the question of the division of the borough into blocks, for the purpose of showing the expenditure therein, and _ beg to recommend that the borough bo divided as follows: — , Block I—Addington, bounded on tho west by the western boundary of the borough, on the north by the South Town belt on. the east by the Windmill road, and on the south by Bright s Block 2—Newtown, hounded on. the west by the Windmill road, on tho north by tho South Town belt, on the east by Colombo street, on the south by the Pound road. Block 3—Bounded on tho west by Colombo road, on the north by the South Town belt, and by tho Ferry road, cn the east.by Wilson’s road, and on the south by Opawa and Going’s road. Block 4—Sandridge—Bounded on the north by tho south boundaries of blocks 2 and 3, and on the east, south, and west by tho boundaries of the borough. We have authorised tho town clerk to obtain Venetian blinds for tho office windows, and to make better provision for bettor ventilating the Council Chamber. A deed of submission to arbitration has been presented to ns by Mr Beattie’s solicitors, and will ho laid before you this evening, it having, been found that the committee has not been officially authorised by the Council to deal with the matter in tho manner now proposed. The amount voted for the employment of the relief gang having-been expended, the men were all discharged on Saturday last. The report woe read and adopted. A letter was read from Messrs Slater and Son, forwarding a deed of submission to arbitration re Beattie’s contract for tho formation of streets. The matter was referred back to tho works committee, with power to act. The finance fcommittee reported that the receipts for the last fortnight, including rates, amounted to £142 9a 3d. Accounts amounting to £l2l 4s 7d were passed for payment. The credit balance at the Bonk was £4Go Is 6d. Tho committee reported that the £SOO voted for the relief of the unemployed was now expended. It was also a recommendation, in consequence of tho financial state of tho Council, that all unpaid rates up to i November 10th ho sued for without further notice. It was resolved that the report be received ? and adopted. Or. Hall moved, and Cr. Hall moved—" That in dividing the borough into four blocks th. works committee are of opinion that the expenditure on all the divisional and boundary roads should be made a first charge on the borough funds.” Cr. Hall seconded the motion, which was agreed to. Or. Charters moved—“ That the lighting committee be requested to consider the advisability of placing two lamps on Opawa road, and one on the Gasworks road, near Innes’ Brewery, in the positions laid down by the old committee, the mains now being laid.” Cr. Joyce seconded the resolution, which was carried. A message was hero received from the City Council agreeing to the conference with the Sydenham Council on the evening and at the hour named. This terminated the business, and the Council adjourned.
