The " Standard " publishes a telegram rom India stating that the troops at Herat had mutinied, and murdered the Civil and Military authorities. The total reserve in notes and bullion in the Bank of England is £22,125,000. Three per cent, consols are quoted at 97 h At the wool sales, to-day, 10,000 bales were catalogued. There was a large speculative enquiry. The Homeward mails, via Brindisi, were delivered to-day. September 20. The report of the mutiny at Herat is confirmed. September 20. Harvest operations are nearly finished. The English crop is expected to be onethird below the average. At the wool sales to-day 4900 bales were catalogued. The tone of the market continues firm. BERLIN, September 20. The Emperor of Germany goes to Strasburg to witness the military manoeuvres. VIENNA, September 20. A semi-official statement is published to the effect that an exchange of views will be made during Prince Bismarck's visit to Count Andrassy, respecting the mutual interests of the German and Austrian Empires. The intentions, given in writing, of the two Empires regarding their future common policy, will also be announced. Prince Bismarck arrived to-day. CAPE TOWN, September 20. Sir Garnet Wolseley has announced to a gathering of Zulu chiefs that Zululand will be divided into three parallel districts, each under a British resident. The ultimate destination of Cetewayo is unknown. He is at present at Capetown. CAIRO, September 20. Mr. Mallet, recently Charge d'Affaires at Constantinople, succeeds as British Consul-Genoral for Egypt.
