[eeutee's telegrams.] LONDON, August 20. Vory heavy heavy wheat shipments are taking place from America, causing largo withdrawals of gold for there. LONDON, August 19. Heavy rains have fallen, causing disastrous floods in the North-west of England. The wool market is steady. August 20. The electoral campaign has opened. Tho Foreign policy of tho Government will be tho watchword of the Opposition. Sir Charles Dilke, at Chelsea, expressed astonishment at tho continuance of tho present Ministry, who only maintained their position because they encouraged tho idea that war was imminent, and that they alone wore mindful to maintain tho dignity of tho Empire. [SPECIAL TO GLOBE.] LONDON, August 19. At tho wool sales 10,407 bales were offered, and tho attendance has increased. Foreign buyers wero especially numerous, and bidding commenced wiih great spirit. August 20. Prices in the wool market continue without noticeable change. 10,242 bales were disposed of to-day.
