KAIAPOI BOROUGH COUNCIL.

The fortnightly meeting was held on Tuesday evening. Present The Mayor, Mr Blackwell, Ors. Moore, Mathows, Burnip, Pinching, Eraser, and Woodford- Betters were read to tho Church Property Steward, asking if the trustees would grant permission to make a drain through Mr D. Honey a land. To Mr C. O. Bowen, asking him to bring under tho notice of Parliament the fact that the Council had written three times to the Government, and once to the Premier, asking for a copy of the report on the river protection works without receiving a reply thereto. In this report it was agreed with tho late Mayor that a recommendation he made to pay tho Borough £SOO for loss sustained in erecting embankments to protect the town from water shun* c 1 on the borough by the railway works. Prom tho Mandevillo and Rangiora Road Board, agreeing, if Council obtain the outlet, to make a drain at the east end of the borough. Prom Mr A. Eraser, Akaroa street, asking to have a footpath formed. Cr. Eraser moved, Cr. Bumip seconded—“ That the works committee be re-' quested to bring up a report of the estimated cost of same.” Or Pinching moved, Cr. Mathews seconded —“That the work he done, cost not to exceed £12." The amendment was agreed to; on the suggestion of Or. Eraser the amount being extended to £2O. The town clerk reported that he hod received £5 from Mr Parnham and others, and £5 from the Mandevillo Road Board towards the drain through the east part of the borough. Or. Moore, chairman of committee, reported that drainage of Raven street and North road had been improved. Ohoka [road drain had been cleared, but the main drain could not bo done till the residents had trimmed tho fences. Tho reserve had been fenced and footpath made up. A tender had been accepted for shingle at Is 2d. The committee advised the metalling of Sewell street over the embankment at the east end. •On motion of Or. Pinching, seconded by Or. Mathews—“ The report was adopted.” Or. Moore asked if the Council would take action to enforce tho trimming of live fences on Ohoka drain. Those who, a fortnight ago were so anxious to have the drain cleared, now did not seem disposed to assist. Or. Woodford moved, Cr. Mathews seconded—" That the Council clear the drain of willows and trim the fences at the expense of tho occupiers.” Carried. Cr. Eraser, chairman finance committee, reported that the receipts were—Rates, £24 4s; the present overdraft, £289 4s Id. Accounts amounting to £54 7s 6d were passed. The Council went Into committee to consider a case for aid, Or. Mathews in the chair. Or. Pinching reported the steps taken to obtain the contributions of two sons towards the support of an aged mother. The Council, on resuming, adopted tho report, which recommended that the parties db each asked to contribute 5s weekly. The Mayor reported that he had called on the chairman of the Eyreton Road Board, in reference to the drainage of tho Eyreton district into the borough drains. As the chairman was obtaining a legal opinion on the question, he could not go into the subject till the opinion was to hand and the Board had met. With regard to the Mandeville and Rangiora drainage, the members of the Board met the Council on the 11th, and the deputations of the Board and Council inspected the locality. The result of the whole question was this —that if tho Council wonld taka steps to provide the Board with a lino of drainage, the latter would make and maintain the same, and hold the Council free from any damage which might ensue. The Council had power under its Act to take land for drains, but he thought that possibly the parties interested who were now present would consent to the lino proposed, and save delay and trouble. The deputation of the Council were clearly of opinion that a second drain for the east portion was required to eass the existing drain as well as the heavy strain now being put upon its banks and the largo fbodgate. The new drain through Mr Heney’s land was intended to be 10ft at top, 6ft at bottom for a distance of 40 chains. Cr. Pinching —Will the Board compensate Honey ? The Mayor— The Board does not propose to do so. Or. Moore —Tho Board undertakes the whole matter if the Council grants its permission. Or, Woodford —I decidedly object to any interference in the matter unless it can be shown that the land to be taken is “for the good and efficient drainage of the borough.” The case stands thus—we have a drain adequate to our wants, and the Board’s line of drainage would be better outside the borough, ■where it would have a better outfall and bo outside our protective works, Tho Council must be very cautious in this affair. The Mayor —The new drain would benefit the borough by relieving the present drain, Cr. Woodford—Because at present there is water being brought from the Woodend Church into it. Or. Eraser —Who authorised the letter to the Church Property Trustees ? Tho Mayor —1 did, in anticipation of this discussion, so that the Council might have all the facts. Or, Mathews—l think the existing drain ought to be only for the benefit of tho town. The Mayor—Tho more outlets for tho water in tho swamp the better. Cr. Pinching—Tho water backed up into the swamp is already tained, and the first nor’east wind will bring it on tho town. He moved, " That tho Mandeville Road Board be empowered to make a drain through Mr Honey’s land sufficiently large to carry the whole of their drainage, the Board to make and maintain same with proper floodgates, tho work to be done to tho satisfaction of the Council, and tho Board to compensate Mr Heney. That on completion of the main drain the Council block ont the Mandeville drainage from present drain.” Cr. Matthews as seconder referred to the advantages of the new line of drainage, Tho Mayor enquired if Mr Heney would consent to allow the’drain. Mr Heney replied he should object to did not see that it was right for tho Council to make a drain where it would resultTn an injury to the borough proper. If it was for the benefit of the borough ho should not object. Or. Fraser moved, Cr. Woodford seconded —“ That the question stand over till next meeting.” The motion was withdrawn, and Or. Pinching moved, Cr. Mathews seconded to the Mandeville Board making the drain through Heney’s land, provided they receive his consent and guarantee to keep it and the floodgates in repair to tho satisfaction of tho Council.” Carried. Or. Mathews moved written to relative to tho siding from tho railway along Raven quay.” Providence had assisted the town by clearing tho mud from the river, and the railway could now relievo its traffic if a line was carried down to the river. Or. Pinching seconded tho motion, believing that if facilities wore made for trade, trade would follow. Tho motion was carried. Or. Woodford drew attention to the adviaabloness of inspecting the endowment reserve. He also hoped tho stone work at the railway bridge would bo removed. Or. Fraser drew attention to gaps left in Akaroa street footpath. Or. Pinching asked to have footpath from railway station to bridge formed and shingled, The Council then adjourned.
