Arrived —Cuzco. MELBOURNE, May 10. LORD NORMANDY IN VICTORIA. The Governor, at Geelong, last night in his speech, strongly urged that the people should bo induced to settle on the laud. Ho considered it a not unmixed good for the inhabitants of a new country to bo gathered in towns or employed in factories. Ho spoke eulogistic ally of representative institutions.
