ADDRESS TO CONSTITUENTS.
CAPTAIN RUSSELL AT NAPIER, [Press Special Wire.] Napieb, April 22. Captain Russell addressed a meeting of his constituents at the Theatre Royal last night. The theatre was well filled, even in the dress circle, where there were a few ladies. Captain Ru- sell had a very hearty reception. There was no attempt at interference with his meeting, as was the case at Mr Sutton’s. There wore a few interjectory remarks now and then, but not of a very adverse character, and altogether Captain Russell undoubtedly had a very largo proportion of the meeting with him. A large portion of his speech was devoted to criticising Mr Ballance’s financial policy. Ho did not object to the remission of duties, but he considered the articles on which the remissions were made injudicious. He stated that he had no confidence in the Ministry, which was composed partly of extreme Radicals. He spoke highly of Colonel Whitmore,
At the close of the address, Captain Russell was questioned very closely by Messrs MeDougall and McAnny, two warm Greyites. A vote of thanks and confidence was passed by an overwhelming majority, over an amendment for thanks only.
