TURKISH AFFAIRS. The Chancellor of the Exchequer, in replying to another question, said that the British Government was disposed to recommend to the Sultan an Englishman to administer the finances of Turkey if one was applied for. RUSSIA AND TURKEY. March 14. A despatch by the Marquis of Salisbury, dated January 26th, has been published. It states that the action of Russian officials in Bulgaria and Roumclia has been contrary to the treaty of Berlin, and has aggravated the difficulties of the present situation. The despatch urges the immediate separation of Bulgaria aud Roumelia.
