London, March 5.
Papers relating to the Victorian deadlock have been published. In a despatch of February 17th, the Secretary of State for the Colonies said that, had Sir George Bowen originally acted in accordance with the views which induced Ministers partially to retreat, the financial difficulty might have been overcome without objectionable measures. Wheat is a penny higher.
Egyptian news states that Prince Tewfik, the hereditary Prince, has been appointed President of the Council of Ministers, and Nubar is appointed Minister of Foreign Affairs.
