BOARD OF HEALTH.
The usual fortnightly meeting of this Board was held at the close of the meeting of the Drainage Board. Present —Messrs Ross, Hobbs, Hall, Duncan, and Tancred. inspector’s report. 1. I beg to report tint I have inspected from house to house in a portion of the Heatbcoto district. I found several privies in a vt ry unsatisfactory condition, thereupon I wr te to the owner of some premises I had inap ctod and urged the ne cs ity for abolishing the cesspools and providing closet pans : they have however been dealt with in the ordinary way by removal of the closets and filling up of the old cesspools, the owners objecting to provide pans until the pan sys> em is enforced th onghout the whole district. A by-law, as recommended in my report of last week, is apparently required in the above instances. 2. I have given notices under the swine bylaw at Kingsland. 3 A complaint from an owner of premises on Wilson’s road, Sydenham, will be laid before the Board. A pparently the remedy for the nuisance complained of is the deepening of the side drain leading to Jackson’s creek. 4. My attention has been called to a nuisance in St. Alban’s district arising from the continual flow of an artesian well saturating a neighbor’s premises. A promise was given that, should be turned off. I find per ons are generally willing to prevent the continual and unnecessary flow of arte-ian wells when the reason for so doing is explained to them. 5. I have forwarded a complaint of the condition of the fide channels in lower High street, ( hristchurch, to the City Coanil r l he portion of the Ferry road drain into which these channels discharge requires to be cleaned out. Wm. Pearce, Chief Inspector of uisances. A letter was read from Mr W. B. McLaren, calling attention to the drain fronting his premises in Wilson’s road, which is at present in a most filthy state from stagnant water, and will be very damaging to the health of the residents in the vicinity if not attended to immediately, the noxious smells arising in hot weather being at times almost unbearable.
With regard to the first clause, tho inspector was instructed to suggest to the people that they should obtain pans so as to prevent a nuisance, or proceedings would be taken against them. A resident of the district named Mr Jones waited upon the Board as a deputation. He wanted to know why ho had been picked out and compelled to have pans, when none of the other residents were. He had so improved his closet and cesspool that there was was now no smell.
The Chairman stated that proceedings would be taken alike against all persons who created nuisances.
The deputation then withdrew. Mr McLaren’s letter was then considered. It was resolved to refer the matter contained in the letter to the Heathcote Road Board and to the Christchurch Drainage Board.
A letter was road from a resident of Lower High street, complaining of the condition of the channels*
Mr Duncan said there seemed to be a disposition on the part of the City Council not to do anything for the Ferry road. He did not see why that should not receive the same attention that the other parts of the city received. He should, therefore, propose that the letter should be referred to the Drainage Board to see where tho fault lay. He had been unable to understand the reason given by tho City Council why they could not do tho work. Mr Duncan’s proposition was agreed to. The report as a whole was then approved. ACCOUNTS. Several accounts having been passed, the Board adjourned.
