BOARD OF HEALTH.
— .* Friday, October 4. The Board met at 11 30 a.m. Present — Messrs Ross (chairman), Hobbs, Hall, Duncan, and Tancred. inspector's report. The report of the Inspector of Nuisances was read as follows : 1. I have inspected the premises of the Lunatic Asylum, Sunnyside, my attention having been directed by the chairman to the report of the Inspector of Lunatic Asylums, respecting the defective drainage of the premises, i found the chief difficulty consists in getting rid of surface water from the land drains which discharge imperfect’y into an open ditch on the Lincoln road. The bulk of this sewage is discharged into_ the Heathcote river by underground pipes. This is regarded only as a temporary expedient, and the desire is that a permanent and effective system of drainage shall be provided both for the storm water and sewage, to include that from water closets from existing and new buildings which must be at once provided in lieu of that portion unfit for human habit ition. I have said must be provided, as any building answering the description of the male department of the Asylum is a defined nuisance under the Public Health Act, clause 56, subsection 5, to abate which summary proceedings under the Act can be taken. 2. I have inspected the premises occupied by Chinese as a market garden at St. Albans, several complaints having been made of the stench arising from the manure deposited there, and have taken steps in the matter. 3. The channels on the outer sides of the town belts (except the Heathcote portion), are in a very offensive condition, and should be cleansed without delay 4. I have been engaged chiefly in the borough of Sydenham with a view to afford all the assistance in my power to the sanitary committee of the borough who have under consideration regulations for scavenging, &c. Wm. Peaece, Chief Inspector of Nuisances. The report was considered seriatim. On clause 1, Mr Hobbs said he thought they should call the attention of the Government to the nuisance which existed. Mr Duncan said that they would soon be carrying their sewage pipes to Addington, and it would be the duty of the Board to bring under the notice of the Government the necessity of their connecting the sewage pipes from the Asylum with the pipes of the Board. It would be nearly two years before the pipes were up to Addington, but in the meanwhile eome temporary measures must be taken. It was resolved that a communication be forwarded to the Colonial Secretary calling the attention of tha Government to Dr. Skae’s report as to the defective drainage existing at the Sunnyside Asylum, and suggesting that the Asylum might be connected by means of sewer pipes with the sewage system of the district Drainage Board at Addington. As, however, these works would not be completed under two years, the Board of Health requests the Government to take some temporary steps to abate the nuisance now complained of. The Local Board of Health would recommend that immediate arrangements should be made by the Government with the Drainage Board for the necessary connection of the sewage pipes from the Asylum with the sewage system of the Board. Clause 2 was approved. On clause 3, Mr Hobbs said that the sweeping of the Bide channels in the city was very badly done indeed. So much so that the city inspector had refused to pass the accounts for two months running ; but they had been paid by the sanitary committee on their own own responsibility. The contractor was attempting to do the work at about one-third of the cost formerly paid by the City Council, and failed most signally. It was resolved that the City Council be informed that the attention of the Board had been called to the bad state of the side channels, and requesting immediate attention thereto. CORRESPONDENCE, Letters were received from Messrs Wheeler and others, calling attention to the bad state of a drain on the north belt. The matter was referred to the Drainage Board, with a request that they would attend to it at once. INFECTIOUS DISEASES. The number of cases of infectious diseases reported since 20th September was five —viz., Diphtheria, 2 ; scarlatina, 3, ACCOUNTS. general accounts were parsed for payment. The Board then adjourned.
