The British Government leaves to a member of Lie Council and the Indian Secretary of State to initiate and carry out a lino of policy towards the Ameer of Afghanistan. The prevalent opinion is in favor of English occupation of the Kybcr Pass and Kandahar. St. Petersburg, September 25. It is officially denied here that Russia is acting in complicity with the Ameer of Afghanistan. NEW ZEALAND TELEGRAMS. [FROM OXJE OWN CORRESPONDENT.] The Floods at Kaiapoi. Kaiapoi, September 27. The Hood rose during the night and overflowed tho farms on the upper part of the island. No additional damage was done to the railway. Mr Salmond expects the repairs will be finished on Saturday, The workmen are ready with material, waiting for the water to clear from the line. The North road is quite passable, and coaches connect with the trains. Serious damage has been done to the inner embankment at the east end of Charles street, and hundreds of tons of earth have been washed away. The river here threatens Mr Ellen’s wool-works arid Mr Blakiston’s property.
