CHRISTCHURCH LOCAL BOARD OF HEALTH.

The above is the short title of a Bill introduced into the House of Representatives by Mr Moorhouse, the full text of whish is as follows : A Bill intituled an Act for vesting in the City Council of the city of Christchurch the functions of a Local Board of Health for the said city. Whereas under the pro visions of the Public Health Act, 1876. the Christchurch Drainage Board has become the Loc d Board of Health for the city of Christ church, and it is desirable that the City Council of the said city shall in future be the Local Board of Health for the said city:

Be it therefore enacted by the General Assembly of New Zealand in Parliament assembled, and by the authority of the same, as follows : So much of the Public Health Act, 1876, as enacts that the Christchurch Drainage Board, constituted by the Christchurch District Drainage Act, 1875. shall be the sole Local Board of Health for the district constituted by the second section of the said Act, and shall have, exercise, and perform all the powers, rights, and duties given by this Act to the Local Board of Health, and that no other Local Board shall have, exercise, or pm-form any powers, rights, or duties which shall or may obstruct or interfere with the powers, rights, and duties hereby vested in the Christchurch Drainage Board, so far as affects the North-east Christchurch district, the South-east Christchurch district, the North-west Christchurch district, and the South-west Christchurch district, in the first schedule to the said Christchurch District Drainage Act mentioned, shall be and the same is hereby repealed. But the same shall, notwithstanding, remain in full force so far only as relates to anything done, appointment or instrument made, right or privilege accrued, moneys borrowed, debentures issued, security given, contracts made, works authorised, offence committed, forfeiture penalty and liability incurred, action prosecution or proceeding commenced, under the authority of or against the provisions of the said Act, before the coming into operation of this Act. A private telegram received in Christchurch yesterday states that the Bill had been read a second time and passed through committee.
