PARLIAMENTARY

Last Mght’s Proceedings.

Wellington, November 15

The following Bills were read a third time: Little River Cemetery Reserve Exchange Bill, Balclutha Athemcum Bill, Ivakanui Harbor Board Bill, Waikouaiti Harbor Bill, Waikouaiti Athena'um Land Bill, Borough of New Plymouth Endowment Bill. The Timaru Harbor Board Endowment Bill was read a second time. On the motion for going into committee on the Disqualification Bill No. 1 (Mr Kelly’s), Mr Sheehan said the Government could not agree to the Bill. The one they had before the House was to amend a technical defect in the existing law, but this Bill proposed to entirely alter the law and repeal that valuable provision by which members of the House were rendered ineligible for any permanent appointment in the public service for twelve months after ceasing to be members. After some slight discussion the motion for going into committee was lost by 32 tolo. Mr Seaton moved the second reading of the South Dunedin Reserves Bill, explaining that its object was to vest about ten acres below highwater mark on the fiat in the South Dunedin Municipality for the purpose of forming a reservoir for storm water. Mr McLean said this land was already granted as an endowment to the Harbor Board, and the House surely would not revoke this. He moved that the Bill be read a second time that day six months. Mr Macandrew said the land long ago was promised to the municipality, and he could not understand how the Harbor Board could have got it. Mr Burns spoke to the same effect. After some further discussion the Bill was read a second time on a division by 10 to 13, and then referred to tire Waste Lands Committee to enquire fully into the position of the land referred to, the committee to report in a week. The Taranaki County Reserves Bill passed through committee, and the House rose at 12.40 a.m.
