[reuter's special telegrams to the press agency.] Another Battle at Kadikoi. The Czar's Health Criti al. London, October 26. Leichtcnburg has been killed while making a reconnaisance on the Lom. A battle took place at Kadikoi on Wednesday. Eight hundred Russians were killed. Kars is being bombarded. The Russians have taken a redoubt and a portion of the town is in flames. The Czar is at Poredin. The physicians are alarmed at the state of his health. He is profoundly affected at the death of the Grand Duke. A Turkish loan of five millions is announced in London. Negotiations between Austria and Germany for a treaty of commerce have collapsed through the Austrian protectionist policy. A war tariff is probable. The fortification of Constantinople is complete. [PER PRESS AGENCY.] INTERPROVINCIAL. Fire at WanganuL Arrests for Incendarism. Auckland, November 2. The Indian Famine Relief Fund subscriptions amount to £756. Wangantii, November 2. A fire was discovered this morning in t'he upper floor of a store occupied by Levy, as an auction mart. The fire was first seeoa in the partition between the New Zealand Insurance offices and Levy's store. Theire was a fine force of water on, and the brigade working well all danger was averted in .a short time. Had there not been a good supply of water nothing could have saved the whole block, an important business one. Levy and his storeman, Tuffnell, were afterwards arrested on suspicion, and brought up before the Resident Magistrate this morning, and remanded to next Monday, heavy bail being imposed. The Insurances on the building were £2OO in the Standard office, £2OO in the Norwich, £l5O in the Victoria, £2OO in the Imperial; on the stock, £250 in the London and Lancashire and £2OO in the Imperial. The privileges for the Spring race meeting: were sold for £2OO. The total receipts to the Indian Famine Relief Fund amount to £530. The list is now closed. Dunedin, November 1. At a meeting of the Harbor Board to-day it was stated that there are now 18 feet o£' water on the bar at low water. The charge against George Proudfoot was continued to-day, and, with the exception of the testimony of Dr. Hoeken, the whole of the evidence was concluded, when the Court adjourned till next day.
