[SPECIAL TO “ SYDNEY HERALD ” OCT. 23.] The Siege of Plevna. Desperate Condition of the Besieged. Continued Cannonade at Shipka PassRumors of Mediation. Turkish Gunboat Blown Dp. London, October 18. General Todleben proposes to starve the Turkish army in Plevna. It is reported that they are thoroughly emaciated. Turkish prisoners declare that the condition of tha garrison is deplorable. Many officers are willing to surrender, but Osman Pasha resists. The Russians are gradually closing the western outlets. It is reported at Bucharest that the Turks have withdrawn artillery from the Gravitza redoubt, under the suspicion that the place is undermined. A Turkish army corps, concentrating near the Danube, had a slight skirmish with the Russians near Kadikoi. Egyptian troops have been sent to Yarna. A. portion of Zimmermann’s army is moving towards the Upper Danube. Sulieman Pasha’s position is being bombarded from Russian floating batteries. A Turkish gunboat exploded. Cannonading Fort Nicholas, in Shipka Pass, has been resumed. The Russians in the Hankoi defile have been reinforced by two additional corps. The alleged invasion of Roumania originated in the reports of peasants who mistook militia for Hungarian raiders. A Russian decree places military rank within the reach of every soldier who distinguishes himself by valour. Two thousand one hundred and fifty tons of military stores for Turkey have left America. Rumours of mediation between the belligerents by European . powers are revived. Austria and England are credited with having taken the initiative. Confirmation of the rumours is found in the Sultan’s pacific assurances, in Sir Stafford Northcote’s and Earl Salisbury’s speeches, and in Yon Buist’s visit to Lord Derby. The Press considers t he inferences fallacious. A Berlin paper says the peace proposals submitted to the German Government by Mr Layard were rejected.
Disastrous Gale. Result of the French Elections. London, October 18. A violent gale has swept the United Kingdom, in dieting enormous damage and loss of life. The Senatorial Left, in a press communication, give the results of the French elections. Out of 533 deputies, 335 were Republicans and 198 Government nominees. The latter consist of Bonapartists, 40; Legitimists, 68; Conservatives, 90. Many of the official candidates expected to be unseated by the Election Committees, probably raising the Republican majority 1o 140. The Prefects have been summoned lo Paris to receive instructions respecting the second balloting. There is no indication that the Ministers intend to resign. Arrived —Carnatic and Lurline.
