[By Telegraph.] [pee peesß agency.] LEGISLATIVE COUNCIL. EIIIDAY, OCTOBEE 5. THE VOLUNTEERS. In the Legislative Council Colonel Beett moved for the return of the names, stations, and strength of each volunteer and cadet company, troop, battery, or brigade; the number of efficients in each on the date of the return; the additions to each during the preceding twelve months; the deductions from each during preceding twelve months ; the number and description of ordnance and arms with each ; the quantity of rifle ammunition, blank and ball, in each ; the quantity and description of the ordnance and ammunition in the reserve depots. The motion was agreed to. SECOND EEADINOS. The Lawrence Eeserve Bill was read a second time. The Clyde Public Eeserve Grant Bill, the Lawrence Athenaeum and Mining Institute Bill, and the Havelock Mechanics' Institute Incorporation Bill, were read a second time, and referred to the Waste Land Committee. THE RAILWAYS. The Hon. J. Hall asked the Colonial Secretary whether a notice of action for any damages sustained through the management of the Government Eailways- at a distance from the seat of Government can be served upon some officer of the Eailway Department in the district in which the cause of action has arisen ? Dr Pollen replied yes, always; only a notice must first be given to the Minister. HOUSE OE EEPEESENTATIfES. Eeiday, Octobee 5. The House met at 2.30. NEW BILLS.

The following now Bills were introduced: — ' Southland Boys and Girls' High Schools Establishment Bill (Mr Lumsden), and Kaiapoi Cemetery Keserve Bill (Hon. C. C. Bowen). SETTLEMENTS WORKS ADVANCES BILL. The Waste Lands Committee reported on the Settlements Works Advances Bill, recommending that it be aot passed. DISQUALIFICATION. The House proceeded to consider the Disqualification Committee's report on Mr Kennedy's case. Hon. F. Whitaker said that he was quite willing to agree to Mr Macandrew's amendment, and to adopt the whole report. Mr Stout thought tbere was no need, therefore, to discuss the matter. Mr Bees dissented from the report, and contended that Mr Kennedy had forfeited his seat, although it was doubtful whether he was liable to any pecuniary penalties. He moved as an amendment—" That Mr Kennedy was disqualified." This was negatived by 46 to 16. A proposal by Mr Kolleston to have Mr Kennedy called to the bar of the House and reprimanded or admonished, was negatived on the voices, and the report as a whole was adopted. THE LAND BILL. Ih committee on the Land Bill on clause 18 ' a long discussion took place on the motion of Mr Delatour to omit a provision for members i of the Waste Lands Boards being nominated by the Government. This was lost by 43 to 30. privilege. Mr Fox brought up the report of the piivileges committee on Mr Lusk's case. It was to the effect that Mr Lusk had received £SO from the Corporation of Auckland for services rendered prior to and during the session of 1876 in respect to the Auckland Corporations and the Auckland Waterworks Bill, and that certain clauses of the former Biil which the Corporation of Auckland desired to have passed through had, through his exertions, been accepted by the Government and embodied in the Municipal Corporations Act. The report, with the evidence, was ordered to be printed.
