CANTERBURY COLLEGE.

The ordinary monthly meeting of the Board of Q-overnors was held at 11 a.m. yesterday, at the Public Library. Present —The Most Rev. the Primate fin the chair), Revs. C. Fraser and W. J. Habens, Drs. Coward and Turnbull, Messrs Webb, Potts, Fereday, Malet, Harman, and Colborne-Veel. The minutes of the previous meeting were read and confirmed. PRECIS OF LETTERS AND DOCUMENTS LAID ON THE TABLE. From Mr J. Barnetfc, asking if Professor Bickerton could lecture at Leeston. From Mr R. Loughnan, suggesting that the London and New Zealand Tablet newspapeis should be taken in for the reading-room. Telegram from Miss Hamilton, saying she cannot promise to stay more than two terms, and could not come before December 2nd. From Mr J. Beaumont, asking the Board to allow him to let his Rakaia land, mortgaged to College, and informing the Board that previous to mortgaging he had let sections 28096 and 7. From the Receiver of Land Revenue, informing the Board that 5396 acres had been sold out of reserve 1574, and 590 acres out of reserve 1359. From the Commissioner of Crown Lands, giving a return of land sold during September. From Mr W. P. Cowlishaw, asking the Board to consent to Mr Crosskill selling two roods of R.S. 1872. From the Professors of the College, calling attention to the want of proper arrangements with regard to details of examination. From the Director of the Museum, giving a return of receipts and exchanges for the past month. From the Lady Principal of the High School, asking for a fourth teacher. Telegram from Mr Montgomery, saying the Colonial Secretary agreed that the Board of Q-overnors took the place of the late Provincial Government as regards the report of the Geological Survey. From the secretary to the Philosophical Institute, saying that a number of magazines were missing, and asking that they may be replaced. From Dr. Von Haast, withdrawing his offer to add 150, pages to the Geological report. From the Chairman of the Domain Board, saying permission would be given to the Museum to use 80ft. of land adjoining the site of the building. Balance-sheet of various accounts. CLAUSE OF AGRICULTURAL KEFORT. On the motion of Mr Potts, the sth clause of the report of the Agricultural committee, as follows, brought up at a previous meeting, was made an order of the day for next meeting:—" That the Board be recommended to set apart a certain portion of the proceeds of the present endowment for the purchase of land as a permanent endowment." NEW APPOINTMENTS. In consequence of the small attendance Mr Malet obtained permission to postpone the following motion until next meeting : —" That, as a general principle, it is advisable that in making any new appointments for teaching in any department of the College, an arrangement, if possible, be made for the employment of the services of those on the staff of the College." TITLE TO BOARD'S PROPERTIES. Rev. W. J. Habens, to move—" That the estates committee be requested to investigate and report upon the Board's title to the various properties subject to its control." Mr Webb seconded the motion, winch was agreed to. LIBRARY AND READING- ROOM RULES. Rev. C. Fraser's motion—" That the library committee be requested to prepare rules for the maintenance of order in the Reading-room and Library, and for the preservation of the property kept therein," was adjourned to consider with the report to be brought up by the library committee. Mr Potts suggested that some regulations should be made for the use of the lavatory, and Dr. Coward hoped notices would be put up to prevent persons lighting their pipes in the porch.

LIBKABY COMMITTEE. The by-laws for the Eeference Library and Beading Room brought up by the library committee were considered in committee in conjurction with Rev C. Eraser's motion, and reported to be amended as follows : 1. The Reference Library will be opened at 10 a.m., and closed at 9 p.m. 2. No person shall be admitted to the ±teferenee Library until he has signed an agreement to conform to the regulations made by the Board of Governors for the use of the Library, and obtained an order of admission either from a Governor or from the person for the time being in charge of the Library. Any Governor may grant an order of admission to stand good for any period not exceeding one year, and the Governor granting such order shall be responsible for any damage which may be done to the Lihrary by the person to whom he grants it. 3. No book is on any account to be taken out of the Eeference Library, excepting as to the books of the Philosophical Institute by such persons as have the authority of the Institute. 4. Writing in or upon, marking, mutilating, or otherwise injuring any book is strictly prohibited, and if a book shall he written in, or otherwise damaged, the person m whose hands the book was at the time, may be required to pay the value of the book, or to replace it at the direction of the governing body. 5. Talking in the Reference Library is strictly prohibited. 6. Anyone infringing these rules will be excluded from the Library. BY-LAWS FOB KEADING-ROOM. 1. The reading-room will be opened at 8 a.m. and close at 10 p.m. . 2. Talking in the reading-room is strictly prohibited. 3. No periodical or newspaper is on any account to be taken out of the room.

4. No periodical or newspaper may be kept by any person for more than fifteen minutes after the same has been asked for by another person, or library official. 5. Writing in, or upon, marking, or otherwise injuring any periodical or newspaper is prohibited. 6. Space in front of the fireplace must be left opeu. 7. Anyone infringing these rules will be excluded from the reading-room. 8. That the rooms of the Reference Library be not used for any other purpose than of reference to the books. On resuming, Rev. C. Fraser moved —" That the recommendations as amended in the reference library and reading-room bye-laws be sent down to the library committee, with instructions to report at next meeting." The motion was seconded and agreed to. COLLEGE COMMITTEE. The College committee sent up the following recommendations : ■ 1. The committee recommends that Miss Edger be appointed first assistant teacher in the Girls' High school. 2. The committee recommends that Mrs Woodroffe be appointed teacher of calisthenics at £1 5s per pupil per term, less 10 per cent, to be deducted for attendants and use of instrument, and teacher of dancing on the same terms. On the motion of the Rev. C. Fraser, seconded by Dr. Coward, the recommendations were agreed to. ASSISTANT TEACHER TOR HIGH SCHOOL. Mrs Ingle's letter, asking for a fourth teacher at the High school, was read. Dr Coward moved—" That the letter be referred to the College committee for their consideration to report at next meeting." Mr Fereday seconded the motion. Rev. W. J. Habens moved as an amendment —" That the committee be authorised to advertise for an assistant mistress, and report to the Board." Mr Potts seconded the amendment. Rev. Mr Fraser would prefer that the committee should be authorised to make the necessary arrangements at once for the present term. Though it had been decided to receive all pupils offering at present, yet it was a question for future consideration whether the school should not be made a High Girls' school in reality. After further remarks, Mr Habens withdrew his amendment, and one authorising the committee to arrange for an assistant teacher for the present term was carried. NO QUORUM. Some governors having left, it was found there was no quorum present, and Mr Webb complained of the inconvenience members residing at a distance were put to in attending the meetings, to find then that all the business «»uld not be got through, as governors residing so much nearer had to be hunted up. He would like to see some regulation in force to compel more regular attendance at the meetings of the Board. It was decided to adjourn for an hour and a half, in the hope of obtaining a quorum by that time. On the Board re-assembling, there were present the Most Rev. the Primate, Revs. W. J. Habens and C. Fraser, and Messrs Potts, Webb, Malet, Fereday, and Colborne-Veel. The Primate was moved to the chair. CHAIRMAN'S LETTER. A letter was read from Mr Montgomery relative to signing cheques in his absence, and enclosing letter to the bank authorising Mr Malet to do so. Mr Montgomery wished that this matter should be brought before the Board at its first meeting. In reply to Mr Colborne-Veel, it was stated that the practice existing was for the chairman and registrar to sign the cheques. On the motion of Rev. C. Fraser, seconded by Mr Webb, it was resolved that Mr Malet should sign the cheques with the Registrar during the absence of the chairman. MUSEUM SITE. On the motion of Mr Malet the Board went into committee to consider a letter from Mr Montgomery, on the question of the Museum site, and also a letter from the chairman of the Domain Board on the same subject. On progress being reported, the resolutions agreed to in committee, were adopted. GEOLOGICAL SURVEY. A letter was read from Dr. von Haast, saying that as lie had not received an answer to his offer to add 150 pages to his report on the Geology of Canterbury, and finding there was some difficulty in deciding to whom the 500 copies of the report would belong, by the sale of a portion of which the necessary funds for the printing could be obtained, he begged to withdraw his offer. In conjunction with this a letter was read from the Colonial Secretary's office in reply to a letter relative to the publishing of the Geological report, saying that as Mr Rolleston stated his intention was, as Superintendent, that the Board should take the place of the Provincial Government in this matter, the property in that case would pass to the Board. MrMarshmanhad been requested to hand over to them the correspondence as requested. Mr Colborne-Veel said that Mr Rolleston had stated that the Board had come into the place of the late Provincial Government, but what they wanted to know was how they came into that place, and what had been done before the £-100 was handed to the Board to complete this work. The Board should know I for what the money was to be expended. Dr. i Haast had said it was to add 150 pages, but the report might run to 1000 pages. All the particulars from the starting should be before the Board, as the position they occupied at present was similar to that of a contractor taking over a building, and they should know what the specification was. The Rev. Charles Fraser said that he happened to be aware that several very interesting and valuable reports had been presented from time to time by Dr. Haast to the Provincial Government, on the Geological Survey of Canterbury. Some of these were carefully and somewhat expensively illustrated. The specimens collected, classified, and arranged, which filled so many shelves in the Museum, and indeed formed its most valuable department, were the product of Dr. Haast's labors in this field. It would be a matter of much regret if through any misunderstanding, the report which was now to be published were an incomplete one. He hoped that the difficulties, whatever they were, woidd be removed. The report was no doubt intended to be a summary of the results of all the work done, and would form the basis of all future explorations by whomsoever undertaken. He hoped that Dr. von Haast would reconsider his offer, and that the hindrances in the way of having the more complete report printed would be overcome. Ho begged to move—" That Dr. von Haast_ be requested to explain the reasons for hisi at once withdrawing his offer to prepare additional matter for the geological report, and to reconsider the subject," and would suggest that tho whole matter of publication be referred to a committee, who would confer with

Dr. Haast, and doubtless riot sanction any expenditure if the report were not perfected. Mr Fereday seconded the motion, which was agreed to. Eev. 0. Eraser moved —" That the following committee arrange with Dr. von Haast for the publication of his report, viz—Messrs Potts, Malet, Veel, Kev. Mr Habens, and the mover." The motion was seconded and agreed to. DEPARTMENTAL WORK. On the motion of Mr Malet, it was resolved—" That a committee be appointed to consider upon the sufficiency or otherwise of the present arrangements for conducting the departmental work of the Board, the committee to consist of Eevs. Charles Fraser and W. J. Habens, Messrs Harman, Veel, Potts, and the mover : three to form a quorum." Messrs Potts and Webb were here compelled to hurry away to catch a train, thus leaving no quorum, and no further business could be proceeded with. ANNUAL EXAMINATIONS. At the request of the governors present, the Registrar read a letter from the professors with reference to necessary detailed arrangements for the annual examinations to commence on Monday next. The members of the College Committee present instructed the registrar to write to the professors, authorising them to make all detailed arrangements for the examinations. NOTICES OF MOTION TOR NEXT MEETING-. Rev. W. J. Habens to move: — "1. That a Professorial Board be instituted. " 2. That the functions of the Professorial Board be as follows: "a. To deal with questions of discipline, subject to a right of appeal to the Board of Governors. " b. Subject to the approval of the Board of Governors to fix the course of study and the days and hours of lectures and of examinations. " e. To give through the registrar such instructions as may be necessary to the porter or other college servant. "d. To furnish to the Board of Governors such information as the Board of Governors may require, or the Professorial Board deem necessary, and to offer to the Board of Governors such suggestions as the Professorial Board may think advisable. "3. That the Professorial Board consist of the Professors, with the addition of one lecturer elected annually by the lecturers." Rev. C. Eraser to move—" That the several committees be requested to prepare annual reports of the business done, and the progress made in their departments/*
