The Russian Loss at Plevna. Another Russian Defeat. Bombay, September 25, Twenty-one thousand, not twenty-seven thousand, was the Russian loss of Plevna. Rains in Bulgaria retard operations. An unofficial despatch reports that the Russian centre on the 25th attacked Plevna. The Russians were defeated witli heavy loss. The Russians have been compelled to fall back south of Jogkzi, with heavy losses. London, September 28. The correspondent of the “ Daily News ” and other specials report groat discontent and discouragement at the Russian headquarters, and that the Russian success is regarded as hopeless unless a change in the personnel of the staff is made. Siege operations at Plevna are at a standstill for want of shovels. There has been a severe fight, lasting nine hours, between tbe forces under Ismael Pasha and General Tergnkasoff. The result is indecisive. Chefkit Pasha is entrenched before Orchame. Tbe President has informed the Hungarian Parliament that the triple alliance has involved Hungary in an obligation regarding the Eastern Question.

Indian Famine Fund.

Commercial. Shipping. London, September 29. The sum of £270,000 lias been subscribed towards the Indian famine fund, and £200,000 remitted to India. Wheat is weaker. There is no Australian here. Adelaide nominal, at GGs to GSs ; New Zealand, 52s to 5Gs; New Zealand hemp, sound, £27. Arrived—Rosario. Sailed from Plymouth, Haukow, on the 24th ; and Cuzco on the 28th.

Wellington, October 5. In the case, Daniel Haggerty for arson, the second jury was locked up all last night and discharged this morning, not having agreed. The case will be tried next Monday before a third jury and another Judge. It has leaked out that on. the first jury there were originally seven for conviction, and live for acquittal, and then they changed, to eleven for acquittal and one for conviction. On the second jury the eleven new men were for conviction, but the twelfth, who had been on the previous jury, stood out for acquittal. Kujiara, October 5. Thomas Ryan was brought up, charged with murdering Joseph Daniels on March 10th. Twenty witnesses are to be examined. The case is pi’oeeeding.

PARLIAMENTARY.

Last Right’s Proceedings, Wellington, October 5. The following Bills were read a second time :—The Public Libraries Bill, the Dunedin Town Hall Site Bill, the Christchurch District Drainage Bill, the Southland Agricultural and Pastoral Association Bill. The Native Lands Act Amendment Bill was read a second time, and referred to the Native Affairs Committee. The Municipal Corporations Act Amendment Bill, the Auckland College and Grammar School Bill, and the Dunedin Gas and Water Works Bill passed their remaining stages. In Committee of the whole, Mr Kelly moved an address to have £2OOO placed on the estimates as a grant in aid to agricultural and pastoral societies. Mr Fox desired to move an addition of £IOO, as a grant to teetotal and temperance societies, in order to enable them to hold an annual convention to promote the cause. The Chairman ruled this amendment out of order. After a discussion, the original motion was rejected by 33 to 25. On a motion by Mr Bastings an address was agreed to, praying the Governor that the public lands to the value of £50,000, in suitable blocks, as near as possible to the railway, be set aside for the construction of a railway from Tapanui to Waipahi, such lands not to be sold or disposed of till the railway is finished. An address, to put £IOOO on the estimates to remove rocks at the entrance to Gatlin’s River, was also agreed to, on Mr Larnach’s motion. The House rose at 12.4-5 a.m.
