Last Night’s Proceedings. Local Option Bill Read a Second Time Wellington, August 21. Mr Hislop resumed the debate on the Local Option Bill. He replied to the many attacks made on the publicans and Licensing Benches, and supported the compensation clause. Mr Hnrsthouse supported the Bill, and opposed compensation. Mr Lumsdcn objected to those who could not trust themselves, dictating to him. lie strongly protested against the circulars issued to the members by the Good Templars. Libraries, lectures, Ac., were more efficacious remedies than the Bill for intemperance. Mr Be Labour, referring to the Good Templar circulars, said the zeal of a few would not be allowed to prejudice a good cause. He thought the bocal Option should be equal to either grant or refuse licenses; if compensation was wanted it should he paid from the license fees, Mr Murray-Aynsley opposed the Bill generally. He strongly insisted on the compensation. Prohibition simply encouraged sly-grog selling. The education nf the young was the real remedy for inleraperenee, .Attention should he directed to adulteration. The Commissioners should be iible to promise licenses on the production ol plans before buildings were erected on the chance of getting a license. Mr Gibbs supported the principle but not the details of the Bill. Mr Bryce thought the Bill should only apply to new houses. Mr Wood (Matanrn) objected to tbe details of the Bill. Mi Teschcmakcr opposed the Bill and supported compensation in the case of established houses. Mr Travers urged a general amendment of the licensing laws. He hud no objection to loca: option regarding new houses. Compensatioi should not be given for a goodwill. Mr JAs said bo would reply generally in moving tin Bill into committee, TJie Bill was read a

second time on the voices. The Timaru Mechanics Institutes Bill, and the Law Societies Amendment Bill, were read a second time. The Lyttelton Public Domains Bill, New Diver Harbor Management Bill, and Wellington College Bill were read a third time and passed. The Port Chalmers Waterworks Bill passed through committee, and the House adjourned at 12.35.
