[pee peess agency.] TI! E AVAR. Russian Defeat in Asia. Russians Evacuated Balkan Passes. London, August 12. Eussia has tried to obtain sanction for the passage of troops through Servia. It is reported that Austria has refused her sanction. The Eussians have renewed offensive operations in Asiatic Turkey. Her first attack was repulsed. The Eussians have evacuated the Balkan passes. The Turks have re-occupied Eamboral and Q nerd itch. Suleiman Pasha has arrived with reinforcements, and is now endeavouring to co-operate with the commanders of the forces in Bulgaria. Sir Stafford Northcote in the House of Commons said the British policy was strict neutrality, subject to contingencies. It is rumoured that France is likely to be placed in a state of siege shortly, to curb the radical demonstration. Others arc in favour of war.
