LICENSING COUR.

CHRISTCHURCH

Tuesday, March 6. A quarterly sitting of the Licensii . was held at noon. Present—G. L .. Esq (chairman), G. L. Lee, and R.,' Harman. Esqs, commissioners. HOTEL LICENSES. J. M. Fitzgerald, holder cf a wint beer license, applied for a hotel licens his premises, Harper street, Newtown. Thomas appeared for the applicant, Messrs Wynn Williams and Gresson oppose. Mr Thomas handed in a petiti signed by 150 persons, in favor of \ license. It was the opinion of those rt dents that such a house was required the neighborhood. Mr Wynn Willian said he had a witness present, who wa prepared to state that drunken persons ha( been seen leaving the applicant's place at twelve o'clock at night. Inspector Buckley told the Court that a letter had been written to the Commissioner about improper persons frequenting this place, and, on inquiry, 't was found not to be a fact. Mr Williami said he was prepared to prove by witnesses that in a certain house in Christchurch, which was always strongly recommended for a license, a man had been kept there during the last four weeks, in which time he had spent £3OO. He mentioned this circumstance to show the general value of recommendations. Inspector Buckley said that unless such cases, of a private nature, were brought under the notice of the police, they could not be expected to know about them. The Chairman said the Court were of opinion that the license was not necessary. The application would be declined. Robert Moore Stanmoro road, applied for an hotel license. Mr Garrick appeared for the appHcant, and Mr Thomas to oppose. Mr Garrick said he had been informed that the land on which these premises stood had been sold by Mr Thomas, the best recommendation being at time of sale that this would be a most eligible spot for a pubpc house. [Laughter, | Mr Thomas said he had certainly sold the land, but denied point black that he had ever held out such an inducement as stated. The shairman said the commissioners were unanimously of opinion that the house was not required. Application refused. Thomas Quill's application for a hotel license in Cashel street was refused, as the Bench considered a wine and beer licease sufficient at present, J. W, Smith applied for a hotel license at the corner of St Asaph street and Bast town belt. Mr Thomas, who appeared to support the application, submitted plans of a building waich his client was prepared to erect, if the license were granted. The chairman aaid that the Court was of opinion that such a house waa not necessary in the neighbourhood ; the application would be refused. B. Stevens applied for a hotel license at Phillipstown, Mr Izard submitted plans of a new house on behalf of the applicant. The chairman said that Phillipstown did not bear a very good name. The commissioners were of opinion that the house was not required, and the application would be declined. Iu reply to the applicant, the chairman said another application could of course be made at a future date, but he thought it would be useless to make it. The application of Messrs Buckley and Marshall for a license for a hotel to be erected at the corner of Manchester street and South town belt was adjourned until Tuesday, as counsel for the applicants was unavoidably absent. CONFIRMATION OF TRANSFERS. The following transfers of licenses were confirmed :—Wine and beer—Prom M. Geoghean, to J. W. Smith, East end restraunt; Marine Hotel, *umner, from C. Klingenstein to J. Fitzroy ; Albion Hotel, Christchurch, from E. Maples to Roger Kett; Britannia Hotel, Christchurch, from E. Plank to C. Green ; Crown Hotel, South belt, from W. B. Smith to Robert Belgrave ; Talbot Hotel, Yaldhurst, from John Taylor, to William Atkinson; Commercial Hotel, Christchurch, from W. F. Warner to Wm. Badcliffe; Suffolk Restaurant (wine and beer), from A. A. Simpson to C E. Paget; Selwyn Bridge Hotel, Selwyn, from James Wood to Wm. James. EXTRA BARS. John Baylee applied for an extra bar for the Criterion Hotel. Mr Thomas appeared for tfee applicant, and showed a plan of the j bar room which waa divided by a low screen, i as stated by counsel, fjr the convenience of ' those persons who frequented the 11011130, as it was merely erected to ensure greater privacy, and could be attended to by one person. An inside bar was admitted as distinct. After consideration the Court held that the long bar divided by the screen constituted two bars, and if this were not removed the applicant would have to pay for two bars in this portion of the building. Mr Thomas said the screen j would be removed, and only two bars used throughout the house. Subsequently Mr Thomas told the Court his client would pay for the extra bar, as he purposed making alterations in a little while. Robert Beattie applied for an extra bar for the Palace Hotel. Mr Thomas submitted the plans showing that though there was only a circular bar at this portion of the house, there were four distinct entrances to it, each of which was a separate apartment. The Court held that those divisions constituted four bars, but adjourned the application for a week to enable Mr Beattie to make some alterations if desired. It was decided that the following persons*would have to take out licenses for extra bars:—R. Belgrave, Crown Hotel, 1 ; E. Cookson, Barrett's Hotel, 1 ; George Lloyd, City Hotel, 2 ; E. Ravenhill, Caversham Hotel, 1; W. H. Porter, Shades, 1 ; Henry Davis, Al Hotel, I ; W. Badciiffe, Commercial Hotel, 1. An application from R. Power, Borough Hotel, was adjourned for a week as no plans had been sent in. At the request of Mr Thomas the Court allowed an application of J. W. Morton to stand over for a week for consideration whether a wholesale bottle department leading into the house and street, but having no counter in it could be held to be a distinct bar. Mr Thomas was requested to state at that time whether drink other than ;n quantity was sold in this department. fhe application of J. C. Shephard, of tha White Hart Hotel was adjourned until 13th .aslant. E. Uiorns, Central Hotel; applicarioa was adjourned for a week for amended plan to be submitted. TRANSFERS. LYTTELTON. Tuesday, March 6. (Before W. Donald, Etq, chairman, and commissioners J. T Bouse, Esq. and H. B. Webb, Esq ) HOTEL LICENSE. Charles F. Vince applied for an hotel license for a building situated in Y\ molester street, formerly licensed under th« twae ot the Oddfellows' Hote 1 . Mr H. N. Nalder appeared in support of the application, and stated that the premises were in good order, and having been built for a public house were in every way suitable. A petition against the granting of the license was handed in. The Bench refused io increase the number ef licenses to hotels in Lyttelton. WINE AND BEER LICENSE. An application of C. F. Vince for a wine and beer license for the same premises was also refused. TRANSFER OF LICENSES. The transfer of the license of the Ocean View Hotel, Governor's Bay, from Thomas Blythe to Samuel Neale was granted, the police speaking highly of the way in which the house was managed. The license of the Cambridge Hotel was transferred from G. M. Warne to E. Morgan.
