DEBATE ON THE EASTERN QUESTION, London, February 23.
There was an animated discussion in the House of Commons last night on the propriety of resuming the debate adjourned from the 17th instant. The Marquis of Hartington agreed not to press the question if the Government f-ought that further discussion would embarrass them, and declined the challenge that the Opposition submit to a vote on a formal motion on the policy of the Government. The debate was adjourned sine die.

Emperor William, in a speech, said he thought the concord existing between the European Powers justified a feeling of conh ience as regards the preservation of peace, even supposing the Porte fails to carry out the desired reforms through the failure of the negotiations, As German interests did not prescribe any definite course, she would continue her efforts to secure peace and the protection of the Christians in the Turkish provinces. It is intended to open the railway line through to Lawrence on the 7th March. A demonstration will take place at Lawrence.
The Taicri Board of Conservators waited upon the Commissioner of Customs on Saturday, and urged that the settlers had claims upon General Government for assistance, and pointed opt the necessity of some legislation for compelling land owners living in the district to pay r?.tea for carrying out a general scheme of. protective works. Mr McLean said that he could not promise pecuniary assistance, but the whole matter would be carefully considered by the Government,
An alleged case of garrotting has taken place at an hotel in George street. Two men were arrested for it on Saturday.

Dunedin, February 27. The Hon. G. McLean, Comissioner of Customs, leaves for Wellington to-morrow. Yesterday, he made a distribution of the office accommodation comprised in the Provincial Government Buildings. The greater portion of the buildings has been allotted to the Supreme Court, Magistrate’s Court, ami Lauds Department. The proprietors of the Queen’s Theatre have resolved to spend £SOO in improving the dress circle. A meeting of the Macandrew Testimonial Committee was held last night. A subscrip tion was started among the seventeen or eighteen present, and £.'!2o were promised. Mr M. Anderson is making arrangements for the appearance in Dunedin of Lyster’s Opera Company. The balauce-sheet of the Standard Insurance Company for the past six months shows that £28,789 12s 5d have been received from premiums and £1227 2s (id from iuteiest and transfer fees, making a total of £50,010 14s lid. The losses and expenses of management amount to £25,012 17s Scl, leaving a not profit to the company on the half-year’s business of £5003 7s 3d. The directors recommend that the balance should be employed as follows :—That a dividend of 9d per share be declared, and the amount thereof, £1875, carried to the credit of capital account, and that the remaining £4014 should remain to the credit of profit and loss account. The capital would then stand at £33,125 ; reserve fund, as at present, £SBIO, and the available balance of £4014. Total £42,949, or 17s 2d per share. Port Chalmers, February 27. Dunedin, February 23
The entries for the Dunedin Autumn Meeting show a considerable falling off from last year and the previous year, there being only 101 against 129 in 1873, and 114 in 1875 The Publican’s Handicap shows a decrease of six. The Hurdle race has the same number of entries as last year ; the Jockey Club Handicap shows five less, the Novel race has two more than last year, the Steeplechase three less, the Forhury Handicap three less. Flying Handicap ten less. The only cup horses that have not been entered for some of the above races are Amends, Freestone, and Glenshee filly, so these are tolerably certain nob to accept for the big race. The Derby candidates, whose names are conspicuous by their absence are Lady of the Lake filly, Glenshce filly, Lady Ellen colt, Rosemary, Hope, Lady Lea filly, by Srormbird ; Sir Charles mare filly, by Elleriagton ; Master Howe mare, Stormy Petrel, Miss Elswick, Tasso, Corruption. Becky Sharp, Wrangler, Songster, Tara, Veronica, Hekotere, Purerekanui, and Ladybird colt. This leaves nine possible acceptors for the three-year-old stakes.
