THE COUNTY ELECTIONS.

We have been requested by Mr Bolleston to give the following resume of the proceedings which will be necessary in relation to the coming elections : The Governor has fixed the 22nd December as the day of the county elections for the province of Canterbury. This day will be the polling day, wherever a poll is necessary. The elections will be conducted under the Regulation of Local Elections Act, 1876. By the 10th section of this Act notice of the day and place of nomination will have to bo given fourteen clear days before the 22nd inst Elsewhere the sections which apply are published in full. It will be seen from these that if on the day of nomination it turns out that there is no contest, the candidate or candidates will thereupon be declared elected; but if the number of candidates exceeds the vacancies, then under section 14 the returning officer will give public notice of the day of election, which in this case has been fixed under section 64 of the Counties Act. That is, he will fix the 22nd as the day of polling, and will name the place or places of polling. These will necessarily be as few as possible, because of the difficulty of providing copies of the rolls and other requisites under the 18th section of the Local Elections Act. Where more than one polling place is appointed, the returning officer will preside himself at the principal polling place, appointing deputies at the other polling places, As fourteen clear days have to elapse be tween the issue of the first public notice by the returning officer and the day of election (the 22ud), all these notices must appear in the public newspapers on or before the Bth inst, or be notified by means of placards posted in the districts, as provided in section 2 of the Local Elections Act.
