BOROUGH COUNCIL.

LYTTELTON. The weekly meeting was held on Monday last. Present—His Worship the Mayor, Crs McDonald, Holmes, Allwright, P. Graham, P. Cunningham, T. A. W. Parsons, and J. S. Willcox. The Clerk stated he had received £l3 2s during the week. Correspondence was read from — Mr J. S. Willcox, resigning his position as auditor to the Lyttelton Borough Council, owing to his candidature as councillor, Mr H. P. Murray-Aynesley, stating that the Minister for Public Works had informed Lim that the town clock would be placed in position within three weeks; also forwarding copy of Public Health Bill and supplementary order paper, with new clauses to be inserted in the Municipal Corporations Act. The report of the foreman of works was then read. It stated the men had been employed during the week in metalling Jackson’s road, footpath in Exeter street, and the terrace in St David street, and forming Canterbury street. It recommended the expenditure of about £lO on Brittain’s terrace, near the Orphanage, where the new culvert has been constructed across the road, to form and raise the road so as to allow the storm water to run to the grating placed over the culvert, as the brickwork of the cesspool is now above the present level of the road.

Cr McDonald moved—“ That the foreman of works be authorised to perform the required work on Brittain’s terrace.” Accounts were passed amounting to £44 Os Bd.

The following committees were then appointed:—Sanitary committee —His Worship the Mayor (chairman), Crs McDonald and F. Graham. Works committee—Crs Allwright (chairman), Hawkins, and Willcox. Bathing committee —Crs Parsons (chairman), Hawkins, and Allwright. Lighting committee —Crs Willcox (chairman), Parsons, and Holmes. Estates committee—His Worship the Mayor (chairman), Crs Willcox, and Allwright. Fire Brigade committee— Crs F, Graham (chairman), Allwright, and Cunningham. Finance committee—Cr Cunningham (chairman), his Worship the Mayor, and Cr F. Graham.

The Lyttelton Times was appointed the official paper for the ensuing twelvemonth. Tenders were opened for the culverts on Godley quay and Voclas road, and that of Messrs Dix and Collier, at £136 10s, was accepted. . Cr F. Graham moved the notice of motion standing in his name—“ That the Council adjourn for a fortnight, and that in future the meetings of the Council be fortnightly instead of weekly.” Cr Parsons seconded the resolution, which was carried. Cr Cunningham pointed out that the clerk had better give notice when the meetings took place, as they would be likely to forget uow the mootings were to take place only -once a fortnight. " Cr Allwright asked to what extent the works committee were authorised to proceed without seeking instruction from the Council. He though they should have power to effect immediate repairs, now there would be so much time between the meetings. Cr F. Graham pointed out that the limit could be made at £3O, as above that sum all works had to be tendered for.

This was agreed to. Cr Parsons moved, and Cr F. Graham seconded —“ That tenders for carting for the ensuing year be called for.” Carried, Cr F. Graham laid on the table an invoice for hose, &c, from Shand, Mason and Co,

amounting to £76 6s 4d, a cheque for which was passed for payment. Cr Holmes pointed out that the curve at the new culvert near the Orphanage was dangerous, and suggested it should be fenced. The motion was referred to the works committee. The consideration of the new Municipal Corporations Act was referred to the committee appointed to report on the subject, with power to make suggestions respecting the matter to the member for the borough. The Council then adjourned.
