{Per Press Agency .) LEGISLATIVE COUNCIL. Tuesday, September 12. DISQUALIFICATION. Hon Mr Watebhousb moved—“ That the Council concur in the report of the committee appointed to report whether the members of the Executive Council not coming within the exemptions comprised in the 7ih clause of the Civil List Amendment A ct, 1863 Amendment Act, 1873, are entitled 1o eit and vote in the proceedings of Parliament, and that a copy of this resolution be forwarded to the Government.” Mr Waterhouse then brought forward the question of privilege. There was a stranger in the Council, namely, Hon Dr Pollen. He further contended that there were doubts whether Dr Pollen had not been sitting illegally for the last two years. Ho concluded by moving the appointment of a committee to inquire as to whether the seat of Dr Pollen had not been rendered vacant. The motion was agreed to, PUBLIC HEALTH BILL. The Public Health Bill was recommitted, and provision mads that the medical man should report infectious diseases to the householder, who should then inform trie proper authorities. BILLS ADVANCED, The Public Wuiks aua bating Bills wore advanced a stage. In the latter, on the motion of Hon Mr Waterhouse, a proviso was .inserted limiting the amount of rate to be levied within any one year to Is, except special rates.
